120-Day War | Xiangli Expressway Trial Opening: Full Access Achieved

On December 31, a trial opening ceremony was held for the Shangri-La to Lijiang Expressway, a project jointly undertaken by the Third Engineering Project Department and the Metal Structure Processing Center. This marks the end of an era for Diqing Prefecture, which previously lacked expressway access. The ceremony was held simultaneously at the Xionggu toll station on the Lijiang section and the Chongjianghe toll station on the Diqing section. Gu Yongmao, Party Secretary and Chairman of the company, attended the trial opening ceremony at the Chongjianghe toll station.

While conversing with employees of the company's Shangri-La to Lijiang project, Gu Yongmao stated that despite facing challenges such as cold weather, short construction periods, poor supporting conditions, and natural disasters, the team managed to complete all tasks on time and to the required quality. He expressed his appreciation for their efforts and encouraged them to continue their hard work to complete the remaining tasks with high quality as soon as possible.

During the conversation, Gu Yongmao also shared his career journey, encouraging everyone with the saying "A sharp sword is forged through grinding." He emphasized that talent is the fundamental factor in the development of an enterprise, and only by cultivating strong skills can one accomplish tasks effectively and achieve their ideals and careers within the company's platform.

The Shangri-La to Lijiang Expressway project is part of the Xining-Lijiang connecting line (G0613) of the Beijing-Tibet Expressway, as outlined in the National Highway Network Plan (2013-2030) approved by the state. It is a crucial project supporting the economic and social development of the Tibetan areas, a pilot project on "green and low-carbon highways" by the Ministry of Transport, the first expressway in Yunnan's Tibetan areas, the highest-altitude expressway in Yunnan, and the first expressway in Yunnan Province built through a PPP investment model.

Construction Highlights: Third Engineering Project Department

The Third Engineering Project Department's Shangri-La to Lijiang Expressway Electromechanical Project Department was responsible for the tunnel electromechanical engineering and along-line electromechanical engineering of the Shangri-La to Lijiang Expressway. Through the tireless efforts and overtime work of all members of the project department, the energization and commissioning of ventilation, lighting, power supply and distribution, monitoring, and substation management facilities in eight tunnels were successfully completed; energization and commissioning of high and low voltage equipment in two service areas; and energization and commissioning of high and low voltage equipment and toll facilities in five toll stations. This ensured the trial opening target of "mainline toll station to Chongjianghe toll station, Xionggu toll station to Baihanchang section" on December 31.

In project construction management, the project department strictly implemented the group's "full connectivity" meeting spirit. The Third Engineering Project Department's Shangri-La to Lijiang Expressway Electromechanical Project Department focused on the opening target of "mainline toll station to Chongjianghe toll station, Xionggu toll station to Baihanchang section." They strictly followed the schedule, clarified responsibilities, and monitored progress daily against the schedule, quickly launching a construction boom of "riding the momentum and fighting for 120 days." They implemented and strengthened construction management, combined with the actual situation of the work area, actively carried out quality month activities and safety month activities, increasing employees' awareness of quality and safety. They ensured both the speed of construction and the quality and safety of construction.

In terms of project unity, the project department strictly implemented the requirements of the group and the company, as well as the spirit of the mobilization and deployment meeting of "riding the momentum, fighting for 120 days, and ensuring the over-completion of annual target tasks." Combining the actual situation of the project site, they actively carried out construction deployment and strictly followed the "four guarantees, one control, and one tree planting" target requirements. While ensuring the quality and safety of the project, they ensured efficient project promotion and completed the "full connectivity" engineering construction target tasks on time, ensuring the trial opening target on December 31.

Since the start of construction in March 2019, all personnel of the Third Engineering Project Department's Shangri-La to Lijiang Expressway Electromechanical Project Department have worked diligently, strengthening coordination among various parties, construction management, and advance planning to ensure that the project construction proceeded in an orderly and steady manner, completing various tasks with high quality within the specified timeframes. In the creation of green highways for the Shangri-La to Lijiang Expressway on May 20, 2019, Su Jiangping received the "first-class merit" award for advanced individuals in the creation of green highways, and Shen Lingsen received the "second-class merit" award.

Construction Highlights: Metal Structure Processing Center

The Metal Structure Processing Center's Shangri-La project department participated in the construction of this project, responsible for the production and supply of grouting small guide pipes and tunnel I-beams for sections eight to thirteen of the Shangri-La to Lijiang Expressway's civil engineering construction. They actively cooperated with the civil engineering construction sections in terms of progress, ensuring the supply of steel arch frames for sections eight to thirteen and the timeliness of the initial support of the tunnel steel arch frames to prevent safety accidents. The Metal Structure Processing Center's Shangri-La project department also undertook the construction of toll station sheds, gas stations, pressure pipelines (sections 1-13), and traffic safety facilities along the entire Shangri-La to Lijiang Expressway.

They have received awards including an advanced collective award, an excellent service award, and an excellent subcontractor award, as well as a 100,000 yuan bonus for the steel arch frame processing node assessment, a 100,000 yuan bonus for the toll station shed production and installation project node assessment, a third-place prize in the Shangri-La to Lijiang Expressway's Party Building Day choir competition, a Hurricane Youth Assault Team organization award, the creation of a worker vanguard unit, and the "Worker Vanguard Unit" honor title in the 2019-2020 provincial key project labor competition. Zheng Kaichao received the "2019 Outstanding Project Manager" honor title for the Shangri-La to Lijiang Expressway project.
