5 On the morning of March 3, the Group held an urgent meeting on the construction and operation safety prevention of expressways, promptly implementing the important instructions of General Secretary Xi Jinping on the surface collapse disaster on the Chaoyang section of the Mei-Da Expressway in Guangdong Province and the deployment requirements of the Party Central Committee and the State Council, implementing the spirit of the industry-wide video dispatching meeting of the Ministry of Transport and the work requirements of the provincial highway safety and smooth traffic dispatching meeting, drawing profound lessons, and solidly doing a good job in the construction and operation safety prevention of the Group's expressways.

The meeting conveyed the work requirements of the provincial highway safety and smooth traffic dispatching meeting held by the provincial government on May 2, emphasizing the need to comprehensively investigate and address risks and hidden dangers, carry out risk early warning on a regular basis, strengthen duty and standby, improve emergency response capabilities, and with a sense of responsibility that is always concerned, earnestly grasp and implement various tasks, and effectively ensure the safety of people's lives and property.

In accordance with the arrangements of Chen Zujun, Party Secretary and Chairman of the Group Company, Yang Guowen, member of the Party Committee and Deputy General Manager of the Group Company, attended the meeting and made detailed deployments on the investigation and handling of highway risks and hidden dangers in the Group.

Meeting Requirements

We must draw profound lessons, quickly organize forces to conduct a thorough investigation of hidden dangers on all expressways in operation. Relevant departments and units of the Group should draw profound lessons from the collapse disaster on the Mei-Da Expressway, quickly deploy and urge expressway operation management and maintenance units to conduct a comprehensive risk and hidden danger investigation of all expressways that have been put into operation, focusing on investigating potential risks and hidden dangers that may be caused by rainfall on high slopes, bridges, tunnels, high fill sections, half-fill half-excavation sections, special geotechnical subgrades, and waterlogged sections of expressways in operation. Further increase the intensity of patrolling and monitoring of expressways in operation, increase the frequency of patrols, and increase monitoring points if necessary. Further improve contingency plans and measures, strengthen risk prevention, focus on investigating and addressing risks and hidden dangers of expressway toll stations and ramps located at high slopes or steep mountain slopes, and effectively accelerate the progress of rectification of problems and hidden dangers that have been previously discovered. For sections and toll stations that cannot ensure safe passage, resolute measures such as closure and shutdown must be taken to resolutely prevent and curb the occurrence of accidents and disasters.

Meeting Requirements

We must strengthen risk awareness and comprehensively carry out the investigation and governance of safety hazards in expressway construction. We must thoroughly identify the weaknesses and shortcomings in the current safety prevention work in expressway construction. We must earnestly organize the "three major checks" and "three minor checks" for flood season safety, and adhere to the "three avoidance" principles. We must focus on investigating whether there are any disaster hazards in the "two zones and three plants," temporary fuel depots, and explosives depots, and for those with obvious risks of geological disasters such as mountain floods, debris flows, and landslides, we must strictly implement the "three emergency evacuations," resolutely ensuring that what should be stopped is stopped and what should be evacuated is evacuated. We must focus on the monitoring, early warning, and daily patrol of dangerous and key projects and key parts such as high slopes, deep basements, scaffolding, formwork support systems, and borrow (take) soil yards. We must effectively carry out safety inspections and daily maintenance of important equipment and facilities such as tower cranes, construction elevators, bridge cranes, gantry cranes, activity board houses and light sheds, walls and fences, construction access roads, climbing facilities, edge protection, and temporary electricity. We must comprehensively improve and dredge the drainage systems at construction sites to prevent the occurrence of various production safety accidents and derivative accidents caused by natural disasters.

Meeting Requirements

We must adhere to the bottom-line thinking and strictly implement the duty and standby system during holidays. We must closely monitor weather forecasts and further improve our sensitivity to extreme weather, strictly implement the "1262" early warning response mechanism and the pre-disaster "call response," night "knock-on wake-up," and follow-up verification and response mechanisms to ensure that the last mile of disaster early warning is reached. We must strictly implement the holiday leadership duty and 24-hour duty system to ensure that duty personnel are in place and performing their duties, and strictly prohibit absenteeism and dereliction of duty. Once an emergency occurs, we must adhere to the principle of "first report must be fast, subsequent reports must be accurate, and final reports must be complete," report relevant information in a timely manner, and strictly prohibit delayed reporting, false reporting, and concealment. We must strengthen the response and handling of sudden accidents and disasters, promptly dispatch and handle various dangerous situations and disasters, and ensure that we can efficiently and orderly handle various emergencies in a timely manner.
