8 On March 3, the first Party Committee of the Group held its 21st (expanded) meeting of 2024, conveying and studying the important speech delivered by General Secretary Xi Jinping at the meeting of the Political Bureau of the Central Committee of the Communist Party of China on July 30, as well as the spirit of the 6th Plenary Session of the 11th Provincial Committee and the speech of Secretary Wang Ning, and researching and deploying relevant work. Chen Zujun, Secretary of the Party Committee and Chairman of the Group Company, presided over the meeting.

The meeting emphasized

All units and leaders at all levels under the Group should quickly unify their thoughts and understanding with the Party Central Committee's scientific judgment on the economic situation. They should take learning and implementing the spirit of the Third Plenary Session of the 20th CPC National Congress as the driving force, firmly grasp the series of strategic opportunities of the country and Yunnan Province, follow the work approach of "adjusting the structure, increasing momentum, improving quality and efficiency, and safeguarding the bottom line," actively seek change and innovation, target the Group's "3512" development goals, adhere to the main line of "promoting stability through progress and improving quality in stability," focus on the "three major main businesses" and "three advantageous cards," strive in the third quarter, sprint in the fourth quarter, promote the improvement of quality and efficiency in all aspects of work, go all out to grasp the work in the second half of the year, and achieve steady and positive economic indicators. Strict implementation of the "Several Provisions on Rectifying Formalism and Reducing the Burden on the Grassroots Level" should be ensured, along with strict implementation of the spirit of the eight central regulations and their implementation details, continuously simplifying documents and meetings, coordinating and standardizing supervision, inspection, and assessment, rectifying "formalism at one's fingertips," better relieving the burden on the grassroots level, and encouraging all cadres and employees to take on responsibilities and work tirelessly.

Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the Sixth Plenary Session of the Eleventh Yunnan Provincial Committee of the CPC deeply studied and implemented the spirit of the Third Plenary Session of the 20th CPC National Congress, and further implemented the important speech delivered by General Secretary Xi Jinping during his inspection of Yunnan. It deliberated and adopted the "Opinions of the Yunnan Provincial Committee of the Communist Party of China on Implementing the Decision of the Central Committee of the Communist Party of China on Further Comprehensively Deepening Reform and Promoting Chinese-Style Modernization," deploying further comprehensive deepening of reforms in Yunnan Province and the implementation of the "3815" strategic development goals, and putting forward clear requirements for doing a solid job in the second half of the year, thus gathering wisdom and strength to promote the Yunnan practice of Chinese-style modernization.

All units under the Group should insist on combining the study and implementation of the spirit of the Third Plenary Session of the 20th CPC National Congress with the study and implementation of the spirit of the Sixth Plenary Session of the Eleventh Provincial Committee, and with the implementation of the spirit of the Group's annual meeting of representatives and the mid-year work meeting. With a high degree of political consciousness, ideological consciousness, and action consciousness, they should promote the implementation of the decisions and deployments of the Central Committee and the Provincial Committee throughout the reform and development of the Group. They should recognize the situation, be pioneering and enterprising, increase pressure and strive forward, promote work to become stricter, more practical, faster, and more stable, unswervingly complete the annual goals and tasks, and achieve outstanding results to welcome the 75th anniversary of the founding of the People's Republic of China.
