12 On July 7th, Jiang Ligang, Party Secretary and Chairman of the company, went to the Yunlan Expressway project for investigation and guidance.

During the investigation, Jiang Ligang inspected the project construction progress, construction quality, and safety management of several key construction sections along the Yunlan Expressway main line, including the Jinding toll station, Lanping toll station, Hejianlan connecting line, and Xinjing tunnel. He further required: First, to prioritize safety, comprehensively investigate all kinds of safety hazards during the construction process, strictly implement safety protection measures, and ensure that on-site construction is safe and orderly. Second, to pay attention to the construction progress, focus on the target of opening to traffic on December 18th, optimize the construction plan, scientifically coordinate and reasonably allocate various resources to provide solid support for the smooth progress of the project. Third, to strictly follow quality standards, strengthen quality control in all aspects of construction, and in particular, in view of the adverse factors such as low temperature and rain and snow that may be encountered during winter construction, a complete contingency plan should be prepared in advance.
