The Yunnan Green and Low-Carbon Demonstration Industrial Park is a crucial support for the provincial Party committee and government's in-depth implementation of General Secretary Xi Jinping's important statements on carbon peaking and carbon neutrality, the creation of a world-class "green energy brand" and the "China Aluminum Valley" Yunnan model, and the realization of the "14th Five-Year Plan" goals of Yunnan Province and Honghe Prefecture. The company's Third Engineering Project Department actively integrates into the overall development, actively participates in the construction of the Yunnan Green and Low-Carbon Demonstration Industrial Park, and undertakes the water supply project of the park. The project contract amount is 77.863684 million yuan. The main water source is Baishuitang Reservoir. A new floating pump station will be built to draw water. The pump station's design water lifting capacity is 0.694 cubic meters/second, with a designed annual water lifting capacity of 21.58 million cubic meters. 4397 meters of new water pipelines will be built, along with a new water plant and two 5000 cubic meter clear water tanks. After completion, the project will provide water source guarantee for industrial production, green space irrigation, and road watering.

Overall Deployment, Excellent Start

This project is an EPC general contracting project, one of Yunnan Province's major projects, and a key project for the company. From the beginning of the project, the Luxi Water Plant Project Department, focusing on the project's characteristics and actual situation, followed the positioning of "green, low-carbon, and circular," using "Party building leadership, quality shaping, and demonstration construction site" as the approach, adhering to the management philosophy of "high-starting point planning, high-efficiency promotion, and high-quality construction." It created a systematic, multi-layered, and innovative dynamic engineering management mechanism, formulated construction plans that meet standards and are practical, and decomposed target tasks layer by layer, assigning responsibilities to posts. It made solid efforts in personnel allocation, system implementation, and project control to fully promote the project construction.

Party Building Leadership, Unity and Strength

Under the leadership of the project department's Party branch, the project department has always adhered to the work approach of "grasping Party building around development and promoting development through Party building," giving full play to the leading role of Party building, and continuously uniting and strengthening efforts. Through activities such as "Party building leading group building," "summer cooling and winter warming," "knowledge competitions," and visits to red education bases, it promptly understands the thoughts and dynamics of employees, helps employees solve practical problems, and builds an "employee garden" in the project site to provide a platform for employees to learn and communicate, creating a positive, upward, civilized, and healthy construction site culture and living atmosphere. The project department earnestly implemented the spirit of the company's Party committee's "Decisive Battle in the Fourth Quarter, 100-Day Intensive Work, and Full-Scale Launch of the Charge to Achieve Target Tasks" implementation plan. The Party branch immediately established a "Party Member Assault Team" and a "Youth Assault Team" at the Luxi Water Plant project site and set up "Party Member Vanguard Posts," giving full play to the role of the grassroots Party organization's fighting fortress and the exemplary role of Party members. The project manager and secretary took the initiative to take on responsibilities, going deep into the project frontline to lead all employees of the project department to ensure quality, safety, and progress, working hard at their posts to ensure that Party building and project construction promote each other and improve together.

Taking the Initiative, Responsibility at Heart

The project department actively strengthened its sense of responsibility, being aware of its responsibilities, shouldering its responsibilities, and fulfilling its responsibilities, daring to act, taking the lead, and achieving results. Wang Jinquan, the project deputy manager, is one of the few experienced workers on the project. Although he looks thin and frail and often takes medicine, he appears at the construction site every day, rain or shine, and is the backbone of the project. He often says, "Young people should learn more and dare to act, don't be afraid of difficulties, and experienced workers will handle any problems." He is both a good teacher and a good friend. In the project construction, he fearlessly overcame difficulties, traveling and learning with the project manager, ultimately choosing to use a construction method combining factory prefabrication and on-site assembly to advance the drinking water project construction. This saved transportation costs and time, eliminated complex underwater engineering and a large amount of earth and stone work and infrastructure costs, and greatly shortened the construction period.

Zhao Zhongkai, a construction worker who joined the company two years ago, went deep into the project site for exploration and layout during the early stages of construction, accurately grasping the original landforms of the entire line, accurately recording the original elevation of each point to determine the excavation location and depth of the water pipeline later, laying a solid foundation for the project's commencement. He is familiar with drawings, construction procedures, and processes, and rationally arranges personnel, materials, and equipment resources. In the construction of the water pipeline, because most of the pipelines pass through woodland and basic farmland, he proactively understands the needs of farmers, actively communicates with the owner, and promptly communicates and negotiates with farmers. He diligently and conscientiously performs his duties, earnestly completing land acquisition, trench excavation, and pipeline laying (including 8892 meters of water pipelines, 98 town piers, 12 exhaust valve wells, 12 mud discharge valve wells, and 39875 cubic meters of earthwork excavation, stone breaking, and backfilling). ³ ，breaking stones 8262.2m ³ ，backfilling earth 28695m ³ ) work. Finally, after 45 days, successfully completed the construction task before the rainy season, using practical actions to interpret the responsibility and dedication of a new generation of construction backbones.

Chen Siyu, the budget manager, faced with an EPC general contracting project he had never encountered before, with a willingness to learn and act, took the initiative to take on responsibilities, transferring from highway construction to civil engineering and installation projects. During the project construction, he independently learned and applied the Guanglian Da software to his actual work, actively coordinating with the client and third-party cost companies, and successfully completed various tasks (to date, 66.24 million yuan has been measured, 53.22 million yuan has been collected, the collection amount accounts for 80% of the measurement, 25 on-site visas have been completed, totaling 967,800 yuan), giving full play to the role of the economic "ballast stone" and successfully establishing himself in the new professional field.

The project department, adhering to the management philosophy of "layer-by-layer control from top to bottom," uses standardization and demonstration as project management requirements and strictly implements the company's safety, quality, and technical regulations. During the project construction, many departments of the company, including the manager's office, trade union, human resources department, and comprehensive service center, selected the Yunnan Green and Low-Carbon Demonstration Industrial Park water supply project department as a benchmark project for standardized and normalized management, repeatedly going to the project site for guidance and support, effectively putting standardized and normalized management systems into practice and promoting the project's standardized construction.
