9 At 9:00 am on October 23, the First Party Congress of the Yunnan Construction Investment Holding Group Co., Ltd. of the Communist Party of China grandly opened at the Yunnan Construction Investment Development Building.

Comrade Chen Zujun, on behalf of the Group's Party Committee, delivered a report entitled "Holding High the Great Banner, Forging Ahead on the Great Journey, and Striving for the In-depth High-Quality Development of the Group." The report resonated strongly with all the representatives present. The warm applause in the hall was filled with confidence and determination to work together to write a new chapter in the in-depth high-quality development of the Group.

The report, totaling over 17,000 words, is clear in its theme, specific in its goals, and forceful in its measures. It combines the implementation of major decisions and deployments of the Party Central Committee, the Provincial Party Committee and Government, and the Provincial State-owned Assets Supervision and Administration Commission Party Committee with the actual development of JianTou. It systematically summarizes the achievements and experiences of reform and development since the Group's integration and reorganization, clarifies the work ideas, goals, tasks, and important measures for the next five years and even twelve years, and scientifically depicts a grand blueprint for building a first-class domestic and internationally renowned modern construction investment group. It unifies political nature, timeliness, guidance, and pertinence, and has strong appeal and mobilizing power.

Over two months, from planning and deployment, research and drafting, soliciting opinions, revision and improvement to voting and passage, looking back at the process of the report's creation, we deeply feel the Group's Party Committee's political stance of embracing the overall situation, its responsible and innovative spirit, and its pragmatic work style.

Keeping in mind the "major matters of the state"   Accurately grasping the direction of progress

The Group's Party Committee attaches great importance to and directly leads the drafting of the report.

The First Party Congress of the Communist Party of China Yunnan Construction Investment Holding Group Co., Ltd. is an important meeting held at a critical moment when the spirit of the 20th National Congress of the Communist Party of China is being comprehensively studied and implemented, the country is starting to build a socialist modern country, and the Group is making every effort to create a new situation of in-depth high-quality development. As an important part of the preparations for the Party Congress, how to summarize the past, examine the present, and plan for the future, and draft a report that unites consensus, inspires progress, and guides the future development of the Group is an important link in the successful holding of the Congress.

"To hold a successful first Party Congress of Yunnan JianTou, we must prepare a good Party Congress report. The Party Congress report has the highest authority among various documents of the Group and has important guiding significance for the future development of the Group. We must earnestly implement it." Comrade Chen Zujun explained the importance of drafting the Party Congress report in this way.

2023 In mid-July, the Group's Party Committee launched preparations for the first Party Congress. In order to draft a good Party Committee report and a report on the work of the Discipline Inspection Commission, the Group's Party Committee and Discipline Inspection Commission, after careful study, put forward the guiding ideology and structural requirements for the two reports, and drew personnel from the Group's Party Committee Work Department, Discipline Inspection and Supervision Department, and subordinate secondary companies to form a special writing team.

Comrade Chen Zujun clearly pointed out that in drafting the Party Congress report, it is necessary to thoroughly implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and the spirit of the 20th National Congress of the Communist Party of China, thoroughly implement General Secretary Xi Jinping's important expositions on the reform, development, and Party building of state-owned enterprises, General Secretary Xi Jinping's important speeches and instructions on inspecting Yunnan, firmly grasp the mission and positioning of state-owned enterprises, place the Group's development in the overall situation of the province and even the whole country, closely follow Yunnan Province's "3815" strategic development goals, plan the Group's future development ideas, tasks, and measures, and both demonstrate the characteristics of the times and reflect the characteristics of JianTou.

Under the direct leadership of the Group's Party Committee, the comrades of the manuscript drafting group, with a high sense of responsibility and mission, deepened their understanding through learning and research, working day and night, working overtime, and continuously fighting, and devoted themselves wholeheartedly to the drafting of the report, and the report drafting work proceeded in an orderly manner. Comrade Chen Zujun presided over several special meetings on the drafting of the report, carefully studied major issues such as basic principles, strategic deployment, and major goals, made several detailed revisions to the report, and put forward clear guiding opinions on the Group's goals and major measures for the next five years and even twelve years. Other leading comrades of the Group's Party Committee and Discipline Inspection Commission also put forward important opinions and provided strong guidance based on their own work. The Group's Party Committee Work Department, Discipline Inspection and Supervision Department, Strategic Development Department, and Board of Directors Office acted quickly to conduct targeted research on strengthening Party building, state-owned enterprise reform, and strategic planning.

After repeated discussions and verifications, and repeated polishing, the report became increasingly perfect.

In-depth investigation and research   Broadly uniting wisdom and consensus

The process of drafting the report fully embodies democracy and gathers wisdom.

"What can be accomplished by the combined strength of many, nothing can fail to be accomplished; what can be accomplished by the combined wisdom of many, nothing can fail to be accomplished." In the process of drafting the report, the Group's Party Committee actively transformed and utilized the research results of the thematic education on studying and implementing Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and successively carried out three rounds of opinion-soliciting work, making the process of drafting the report a process of fully developing democracy, widely gathering wisdom, unifying thinking, and uniting consensus.

Since the launch of the thematic education, members of the Group's leading team have taken the lead in conducting extensive investigation and research, practicing the "deep, practical, detailed, accurate, and effective" five-character formula, going deep into the grassroots, sinking to the front line, and putting forward targeted, operational, and guiding countermeasures and measures for the difficulties and bottlenecks in the Group's reform and development, forming a number of high-quality research results and typical cases, laying a solid foundation for the drafting of the report.

8 At the beginning of the month, the Group's Party Committee held four Party Congress report opinion-soliciting symposiums to discuss and clarify the report's theme, ideas, and key measures, and to formulate an outline for writing the Party Congress report. The drafting team collectively studied the outline and drafted the first draft, and then repeatedly revised it collectively.

8 From mid-month to early September, the Group's Party Committee organized functional departments and 63 secondary units to summarize the work since the Group's integration and reorganization, and to plan for the next five years' development, forming more than 60,000 words of work materials. The drafting team carefully studied and refined these materials, providing important references for the drafting of the report.

In accordance with the requirements of the Group's Party Committee, based on absorbing opinions from all sides, the drafting team formed the first draft of the report on September 7. The Group's Party Committee issued the draft for discussion and opinion-soliciting within a certain range three times. Various departments and units and leading cadres made serious revisions to the Party Congress report (draft for soliciting opinions) with a high sense of responsibility, and the drafting team conducted in-depth research and fully absorbed these revisions.

9 On September 17 and September 22, the Group's Party Committee specifically listened to a report on the drafting of the Party Congress report and put forward specific revision opinions on the report's drafting. The drafting team, with a meticulous attitude, continued to polish and refine the report. By the time of the opening of the Congress, the report had undergone 24 revisions, fully reflecting the common will of the vast number of Party members, cadres, and employees.

Brainstorming and pooling wisdom. Throughout the process of soliciting opinions, wisdom continuously emerged, and consensus was fully reached. "Deepening the construction of the 'four types' of headquarters and promoting 'streamlining and strengthening'"; "Implementing the project to support excellent and strong enterprises, and creating a group of single-champion enterprises with good quality and efficiency and high management level"; "Increasing the training and use of party members at the two levels"; "Continuously improving the safety management system and the incentive and restraint mechanism for safe production"... From leading cadres to front-line employees, from on-the-job employees to retired comrades, all parties actively offered suggestions, reflecting the pragmatic and responsible spirit of the vast number of cadres and employees, and reflecting their deep love and concern for the enterprise.

After comprehensive collation and summarization, more than 100 opinions and suggestions were collected. The drafting team studied each one carefully and fully absorbed them, removing overly specific and repetitive content, and making more than 200 additions, revisions, and simplifications to the report. On September 22, the Group's Party Committee held a plenary meeting to discuss the report, forming a draft for submission to the Group's First Party Congress. On September 23, based on the opinions and suggestions fed back from the various representative groups, the drafting team worked continuously and made further revisions to the report, making it more in line with the wishes of the vast number of cadres and employees and better guiding the Group's high-quality development in an intensive way.

9 On the afternoon of September 23, at the closing ceremony of the First Party Congress of the Yunnan Provincial Construction Investment Holding Group Co., Ltd., the representatives deliberated and adopted the Party Committee report and resolution, and warm applause rang out again in the Yunnan Construction Investment Development Building.

The representatives attending the meeting unanimously agreed that the report is clear, far-sighted, inspiring, and motivating; the summary of achievements is factual and realistic; the assessment of the situation is scientific and accurate; the deployment of work is pragmatic and innovative; and it profoundly explains what kind of high-quality development in an intensive way the Group should achieve in the new era and on the new journey, and how to achieve it.

The report systematically summarizes the achievements of reform and development since the Group's integration and reorganization. Since the integration and reorganization, the Group's Party Committee has united and led all cadres and employees to actively integrate into and serve the national and Yunnan provincial development strategies, fully implement the new development concept, and strive to build a new development pattern. Especially since 2022, faced with macroeconomic pressure and arduous tasks of reform, development, and stability, the Group's Party Committee has acted decisively and overcome difficulties, from striving to build "five Yunnan Construction Investments," to planning and proposing the "12345" development strategy and the "12125" development goals, and then to the corporate mission of "building a better life and investing in a happy future." The reform, development, and stability work has continuously opened up new situations, and the all-round promotion of high-quality development in an intensive way is taking shape.

The representatives believe that the report's summary of achievements and analysis of shortcomings are objective, fair, and realistic. The representatives expressed that they will continue to uphold the Party's leadership, scientifically plan development strategies, bravely and comprehensively deepen reforms, prevent and resolve major risks, and build a corporate cultural and spiritual system on the new journey, and enrich and develop them with the times.

The report scientifically charts a "3512" development blueprint of "3 years to improve quality and efficiency, 5 years to strengthen internal strength, and 12 years to create a first-class enterprise," clarifying the timetable and roadmap for building a first-class domestic and internationally renowned modern construction investment group, and pointing out the "eight goals" that must be anchored and the "five unwavering principles" for achieving the Group's high-quality development in an intensive way.

The representatives highly agree with and approve of achieving "3 years to improve quality and efficiency" from 2023 to 2025, "5 years to strengthen internal strength" from 2023 to 2027, and "12 years to create a first-class enterprise" from 2023 to 2035. The representatives unanimously believe that the blueprint's goals are clear, inspiring, and meaningful, and will surely inspire the enthusiasm of the vast number of cadres and employees to fully promote the Group's high-quality development in an intensive way, namely, high-quality development with optimized economic layout and asset preservation and appreciation; high-quality development with a virtuous cycle of investment and financing and capital activation; high-quality development with reasonable market layout and improved operating efficiency; high-quality development with refined management and continuous value creation; high-quality development with effective risk prevention and compliance and safety; high-quality development with strong Party leadership and comprehensive Party building; and high-quality development with talent aggregation and employee happiness.
