2022 was a year of overcoming difficulties and striving for excellence for the 600,000-ton pulp and 2.4 million-ton high-grade packaging paper integrated pulp and paper project of Jiu Long Paper (Hubei) Co., Ltd. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and driven by the company's high-quality development, the project management department, guided by the "Plateau Iron Army Spirit and Craftsmanship Spirit" of the Yunling region, implemented the "Four Guarantees, One Control, and One Tree" implementation rules, aiming for "scientific management, technological innovation, and the creation of精品". The project's comprehensive control continued to exert efforts, adopting multiple measures to achieve steady project implementation, earning recognition and praise from the owner and related participating units. Excellent results were achieved in increased value, progress assurance, technological strengthening, market expansion, and talent cultivation, creating a brilliant chapter in pulp and paper installation in Hubei Province and continuously consolidating the foundation for the company's high-quality development.

Overcoming Difficulties and Forging Ahead with Determination
The Jiu Long Paper Hubei project features a wide range of specialties, large-scale engineering, tight deadlines, and high installation requirements. It is implemented according to international standards and is a project outside the province. At the end of July 2021, upon arriving in Jingzhou, Hubei, the project faced challenges including persistent high temperatures exceeding 40℃, a severe local epidemic, limited material and machinery resources, and difficulties in organizing human resources. A project management department was quickly established, and a management system was set up in an orderly manner. More than 100 people and over 300 pieces of equipment were brought in. Rest areas with tea and water were set up in each workshop, with cooling medication and herbal tea provided daily. Daily pre-shift meetings were held at 5:50 am, with night shifts arranged to avoid midday heat. Three rounds of nucleic acid testing were conducted weekly, balancing epidemic prevention and production. The project management department prioritized key equipment and projects, breaking down goals and setting milestones, scheduling timelines, and using visual management. The "on-site work method" and "5+2, day and night" continuous operation were implemented, accelerating the project and creating a positive momentum.

Strengthening Technological Innovation "Dual Support"
During the project implementation, the project department held several technical exchange meetings, encouraging innovative construction methods and utilizing watermark cameras. 3D visualization software assisted in project trace management. Advanced measuring instruments such as laser collimators, indium steel rulers, bolt tensioners, inclinometers, and electronic distance meters were used to ensure precise project implementation, significantly improving the project's quality, safety, and appearance. The project conducted large-scale pressure vessel fabrication and installation for the first time, successfully obtaining A3 resource conditions for the on-site fabrication and installation of extra-large medium and low-pressure non-spherical pressure vessels from an out-of-province special equipment supervision and inspection institution. Subsequently, the company applied for a change to the relevant special equipment license.
The project department also achieved fruitful results in technological innovation, with three projects—lime kiln installation, large-scale pressure vessel installation, and intelligent material preparation installation—receiving company-level C-level topics. Currently, four utility model patents have been submitted, one provincial-level construction method has been awarded, and two technical papers have been published in the "Installation" journal. By continuously summarizing construction experience, the project overcame a series of technical challenges, including the hoisting of large material handling machine semi-portal frames, the on-site installation of extra-large medium and low-pressure non-spherical pressure vessels, the installation of a new type of unsupported lime rotary kiln, and the double-machine hoisting assisted by pulley groups, promoting the company's technological innovation.

Standardized Project Management, Safe, High-Quality, and Efficient
The project department used "strict, meticulous, and practical" standards to control quality and safety. Safety production responsibility letters, quality responsibility statements, and project production reward and punishment implementation rules were signed with various participating units. The "dual responsibility, joint management, and accountability for dereliction of duty" mechanism was gradually improved for various participating units. Weekly inspections, weekly meetings, special inspections, and special rectification systems were implemented, along with the "dual supervision and dual confirmation" safety management regulations. Safety month and quality month activities were organized, along with regular comprehensive inspections, special inspections, and emergency drills. The watermark camera platform was used for daily inspection records, creating a work habit of "taking photos, making corrections, and checking at any time." The project construction showed a trend of catching up and surpassing. No general or above safety accidents occurred throughout the year, and the project ranked second in the "Jiu Long Safety Management Competition" among more than 40 construction units. The on-site water pressure test, electrical test, single-machine debugging, and system linkage all passed the acceptance inspection on the first attempt. All units and sub-projects started operation and successfully produced pulp.

Party Building Leadership, Talent First, Consolidating the Foundation for High-Quality Development
From the beginning of the project, the project department used party building to lead the project construction, paying attention to humanistic care and improving the work and living environment. A vanguard team of party members and a youth assault team were forged. During the project's progress, the party organization's role as a fighting fortress and the exemplary role of party members were fully utilized. "Three Meetings and One Lesson" learning system was implemented, the opening ceremony of the 20th National Congress of the Communist Party of China was watched, and activities such as legal education, winter warmth delivery, summer cooling delivery, and labor competitions were held to enrich employees' spare time, ensuring the stability of the workforce and ensuring that party building and project construction promoted each other. The project department was awarded the company's advanced collective in 2021 and 2022, two individuals were awarded advanced workers of the group company, and five individuals were awarded advanced workers of the company, training and cultivating a group of technical personnel.

Thanks to the efforts of all cadres and staff of the project department, In late September 2022, the project entered the final debugging stage. Semi-chemical pulp production began on November 23, 2022, and chemical pulp production began on December 23, 2022. The supporting material preparation, evaporation, and caustic lime kiln systems were successfully started and put into operation, opening up the Hubei market for the company and laying a solid foundation for the subsequent Jiu Long Paper Malaysia Wendong Phase III project and the Jiu Long Paper Beihai pulp line project.

Through all the challenges, the project department will be guided by the spirit of the 20th National Congress of the Communist Party of China, earnestly implement the spirit of the third session of the first congress of the company, strive for progress, and actively promote the subsequent completion of the project.
