On the afternoon of November 19, the company held a safety warning education meeting on production safety accidents in the report hall. Gu Yongmao, Party Secretary and Chairman of the company, attended the meeting and delivered a speech. Cui Yongzhi, Party Vice Secretary, Vice Chairman, and General Manager of the company, presided over the meeting. Other members of the company's leadership team, heads of grassroots units, heads of functional departments, and regional safety directors attended the meeting.

The meeting analyzed the current safety situation of the company and reported the production safety accidents that occurred in the company since 2021, watched the "Safety Warning Education Film" collectively, and conducted safety accident warning exchanges.

Gu Yongmao emphasized that the purpose of holding the safety warning education meeting is to learn deeply from the lessons of production safety accidents that have occurred in various grassroots units in recent years, to mobilize everyone to recognize the situation, put pressure on themselves, solve the ideological and cognitive problems affecting production safety from the root cause, further strengthen safety education, enhance safety awareness, strengthen the safety foundation, build a safety defense line ideologically and practically, and effectively enhance the sense of responsibility and mission in doing safety work, resolutely prevent the occurrence of safety accidents, and win the company's future 40-day safety campaign.
In order to thoroughly implement the spirit of the group and company's safety production warning education meeting and effectively grasp the company's safety production work, Gu Yongmao put forward eight requirements:
First, further improve the political standing and deeply study and implement General Secretary Xi Jinping's important expositions on safety production. Leading cadres at all levels of the company must improve their political standing and implement the company's decisions and deployments on safety work with a pragmatic and realistic style.
Second, carry out case-promoting reform and warning education with practical actions. The company should deeply learn from the lessons of safety accidents, clarify the most fundamental problems, the core causes, the most prominent hazards, and the most profound lessons, put forward targeted improvement measures, and truly achieve case-promoting reform, case-promoting education, case-promoting construction, and case-promoting management.
Third, deepen the three-year action of special rectification of safety production. Grassroots units should follow the company's three-year action plan for special rectification of safety, combine the goals and tasks of different stages, clarify work plans, refine work measures, strengthen responsibility implementation, and ensure that the activities achieve practical results.
Fourth, highlight the key control points and severely crack down on the governance of risks and hidden dangers. Grassroots units should always put the governance of hidden dangers such as high-altitude operations, hoisting operations, pit excavation, scaffolding erection and dismantling, formwork system erection, confined space operations, fire operations, fire safety, and temporary electricity use in the top priority. There should be no fluke mentality, and measures should be taken proactively and without waiting or relying on others to manage in advance. Safety fees should be extracted according to regulations to ensure that safety investment is in place, and investment should be made as needed to promote the governance of safety hazards.
Fifth, strengthen the full-process management of construction sites and increase safety supervision. We should strengthen the full-element management of construction process safety, strengthen the full-process management of construction from aspects such as process technology regulations, quality control, progress control, and safety supervision. Regularly organize systematic safety assessments, analyze and identify weaknesses, continuously improve, strengthen safe operation management, and eliminate hidden problems in the bud.
Sixth, strengthen proactive prevention and control and promote system construction. Further improve and perfect the informatization system of the double prevention system, strengthen the hierarchical control of safety risks and the governance of hidden dangers, and truly resolve risks before hidden dangers and eliminate hidden dangers before accidents. Achieve horizontal and all-round risk identification and analysis, vertical and bottom-up risk hierarchical control, and implement hidden danger investigation and governance list management.
Seventh, consolidate the foundation construction and improve the management level. Continue to promote safety infrastructure construction, consolidate the safety foundation, and comprehensively promote the construction of standardized construction. Continue to promote the construction of employees' quality and ability, fully stimulate the autonomy of all-staff safety management, effectively shoulder the safety responsibility, plug management loopholes, improve management level, and resolutely prevent accidents.
Eighth, continuously strengthen style construction. Focus on solving prominent problems in the field of safety, such as low political standing, weak sense of responsibility, irresponsibility and inaction, weak implementation of systems, ineffective implementation of measures, and superficial style.
