The JianTou An'er Division's 'Fighting Wolf Youth Assault Team' fights bravely in the Dali "Three Warehouses Connection" project, patrolling the village and canyon.

　　In 2015, Xi Jinping, General Secretary of the Central Committee of the Communist Party of China, President of the People's Republic of China, and Chairman of the Central Military Commission, chose Yunnan's Ludian earthquake disaster area as the first stop and Dali's Erhai Lake as the second stop for his first inspection tour outside Beijing. On January 20, Xi Jinping visited Erhai Lake and, after taking a group photo with local officials, said: "Let's keep this photo as a record. I'll come back in a few years, and I hope the water will be cleaner and clearer." He urged local officials to improve the water quality of Erhai Lake. Against this backdrop, Dali launched "Seven Major Actions" for the protection and management of Erhai Lake. In March 2017, Dali decided to implement the "Three Reservoirs Connection" project.

　　The "Three Reservoirs Connection" project is a key project that implements the instructions of the Central Committee and the State Council of the Communist Party of China on effectively managing water pollution in Erhai Lake. It is a national key water pollution control project and a top priority for water environment management in Dali Prefecture.

　　The project aims to connect the three reservoirs upstream of Erhai Lake—Sancha River Reservoir, Haixihai, and Ci Bihu—to introduce high-quality water into Erhai Lake, replace water bodies where blue-green algae are blooming, improve the water environment of Erhai Lake, and suppress the outbreak of blue-green algae blooms.

　　The total length of the pipeline is 41 kilometers, with an estimated investment of 500 million yuan, and the requirement that the pipeline be operational by May 31, 2017. The project will use ductile iron pipes buried in the riverbed and steel pipes laid in the canyon river channel, presenting challenges such as a long construction front, a short construction period, heavy tasks, high construction difficulty, and high environmental requirements. Yunnan Construction Investment, known as the "Plateau Iron Army," is responsible for the production and installation of the 41-kilometer pipeline, starting construction on March 25, 2017. Excavation has been completed for all 12 sections of the project, and six sections have entered the pipeline installation phase.

　　On March 27, JianTou Group held a promotion meeting for the "Three Reservoirs Connection" project, designating it as the group's No. 1 project. On March 28, JianTou An'er Company held a project deployment meeting, promptly arranging for the "Overseas Iron Army" First Engineering Department to enter Xunji Village. On April 9, the JianTou Group Youth League Committee held a flag-raising ceremony for the youth assault teams of 14 participating units at the construction site of the tenth section of the "Three Reservoirs Connection" project. On the evening of April 9, under the leadership of Chairman Gu Yongmao, the main leaders of JianTou An'er Company held a mobilization and deployment meeting at the Sixth Engineering Department's residence and decided to urgently dispatch the "Wolf Team" Seventh Engineering Department to Xiashankou, forming the "War Wolf Youth Assault Team" with the First Engineering Department to fight in the Xunji Canyon and launch a segmented attack. By the 11th, the Seventh Engineering Department had assembled and arrived at the attack location to begin pipeline assembly and installation. By this time, JianTou An'er Company had three youth assault teams named after "wolves" participating in the Dali "Three Reservoirs Connection" project: the "War Wolf Youth Assault Team" of the First and Seventh Engineering Departments, the "Wolf Tooth Youth Assault Team" of the Sixth Engineering Department, and the "Green Wolf Youth Assault Team" of the Fifth Engineering Department. The operation was commanded by Deputy General Manager Yang Pengyong and supervised by Disciplinary Committee Secretary Yan Wenyong—a "Double Yong" command.

　　The motto of the "War Wolf Youth Assault Team" is "Respond to the call, be ready to fight, and ensure victory." The assault section is Section 3 (the Xunji Village canyon section), the most challenging part of the entire project. This section has a total length of 3.16 kilometers, using coiled welded steel pipes for the water pipeline. The pipeline is laid along the Yong'an River. The pipeline section above the dam is 2.44 kilometers of Φ1600×20 steel pipe, weighing 789 kg/m and a total of 1925 tons. The pipeline section below the dam is 0.72 kilometers of Φ1200×12 steel pipe, weighing 355 kg/m and a total of 256 tons. The pipes are manufactured in the factory in 8-meter sections, transported to the site by flatbed trailers, unloaded by a 25-ton truck crane, and then transported to the pipeline area by truck for hoisting. The construction site has complex terrain, located in a canyon, with operations in the river channel. Transportation, secondary transportation, stacking, and hoisting of the pipes are difficult. Many pipes are laid in underwater excavations at the bottom of the river. There is an under-construction highway bridge above the river, and the pipes must pass under the bridge multiple times, limiting the height and position of the pipeline construction. The river has a strong current, increasing the difficulty of trench excavation, pipe laying, assembly, and welding. The construction period is short, only 30 days, and there is no power supply at the construction site, so diesel generators are used for temporary power, causing inconvenience and low efficiency.

　　JianTou An'er Company divided the Section 3 assault into two engineering project departments: the First Engineering Project Department and the Seventh Engineering Project Department. The First Engineering Project Department is responsible for the section above 280 meters from the dam, with a total length of 2.16 kilometers. The Seventh Engineering Project Department is responsible for the section from 280 meters above the dam to 720 meters below, with a total length of 1 kilometer. Both project departments have multiple construction points operating simultaneously. Each project department has specialized personnel, including project managers, safety officers, crane operators, pipefitters, riveters, electricians, welders, surveyors, and material handlers. The project department formed multiple teams based on the construction section, with unified management and allocation of safety, technology, quality, construction schedule, and personnel by the project department. With a limited construction period of 30 days, various conditions must be overcome, the engineering schedule must be reasonably arranged, and the relationship between various systems, departments, and trades must be coordinated to achieve speed, quality, and safety, striving to complete the installation task within the construction period.
