On the afternoon of January 13, the company held a 2021 annual assessment meeting for grassroots units, middle-level cadres, and young reserve talents from the 2020 batch. Gu Yongmao, Party Secretary and Chairman of the Board, attended the meeting and delivered a summary speech. Cui Yongzhi, Deputy Secretary of the Party Committee, Vice Chairman, and General Manager, gave a mobilization speech. The meeting was chaired by Sun Jinyao, member of the Party Committee and Secretary of the Discipline Inspection Committee. Members of the company's leadership team, managers and secretaries of various grassroots units, and senior and deputy leaders of functional departments attended the meeting, which was broadcast live via DingTalk video.

At the meeting, 32 middle-level cadres and young reserve talents gave on-site performance reports, while others submitted written reports.

In his mobilization speech, Cui Yongzhi pointed out that the annual assessment of cadres is a serious, earnest, and politically significant task. Cadres and employees must attach great importance to it ideologically and actively cooperate in order to complete this task successfully. Participants should act impartially and exercise their democratic rights correctly. They should evaluate cadres objectively and fairly based on facts. Assessed cadres should maintain a correct attitude and accept the assessment results appropriately.

In his summary speech, Gu Yongmao emphasized that for some time, some cadres in some grassroots units and functional departments have shown a lack of effort in their duties, a lack of responsibility when encountering problems, an unwillingness to tackle tough issues head-on, a tendency to avoid problems, procrastination, an ineffective leading role, and problems such as "passing the buck" and acting as "hands-off managers." The purpose of conducting the annual assessment of cadres is to address these issues, to establish a work orientation where "doing something and not doing something are different," and "doing well and doing poorly are different." It aims to promote the mobility of cadres, address the insufficient combat effectiveness and execution capabilities of grassroots units and functional departments, and stimulate the intrinsic motivation and enthusiasm of cadres to work hard, take responsibility, and strive for excellence. This will create a personnel orientation and working environment where "the competent rise, the mediocre fall, and the incompetent are eliminated," continuously promoting the development of the company's high-quality cadre team.

Gu Yongmao urged all cadres to: First, strengthen their professional knowledge learning, continuously accumulate work experience, and adapt to new work situations and requirements. They must ensure that their work capabilities and skills always exceed the requirements of their positions; strengthen their political theory learning, enhance their "theoretical confidence," deeply understand the nature of the Chinese Communist Party, use theory to arm their minds, and thus unswervingly follow the Party's leadership.
Second, they must dare to take responsibility, dare to shoulder burdens, and dare to tackle tough issues. They must cultivate the broad shoulders and true abilities to work hard, dare to confront difficulties, and achieve results. They should work from the perspective of "solving problems and promoting development." They should not be overly concerned with personal gains and losses, maintain a broad perspective and sentiment, and establish a correct view of performance.
Third, they must uphold the correct political direction, firmly promote their own growth and development along the correct political direction, be a good cadre who is always loyal to the Party, practical, and responsible, continuously improve their political judgment, political understanding, and political execution capabilities, correctly view the organization, correctly view themselves, and safeguard the seriousness and credibility of the Party organization, and maintain the image of the Party organization in all aspects and in both major and minor matters.
Fourth, they must maintain a clear mind, constantly introspect, warn themselves, be self-disciplined, and motivate themselves. They must always remember that their primary identity is that of a Communist Party member. They should win the good reputation of employees through pragmatism, integrity, courage, and action, set an example to ensure a clean and honest political environment for the company, and promote the company's steady development.
