On the morning of March 31, the company held a mobilization meeting for the creation of a long-term mechanism for the "Sunshine Project and Clean Channel" in the "Fully Accessible and Interconnected" highway project. Members of the company's leadership team (including the expanded team), party secretaries and managers of grassroots units, and heads of functional departments attended the meeting, which was presided over by Yang Pengyong, member of the company's Party Committee and deputy general manager.

At the meeting, Sun Jinyao, member of the company's Party Committee and secretary of the Discipline Inspection Commission, detailed the company's long-term work mechanism for creating the "Sunshine Project and Clean Channel" for highways, and read out the "Implementation Plan for the Creation of the Sunshine Project and Clean Channel for the Fully Accessible and Interconnected Highway Project".

First, we must recognize the situation and fully understand and grasp the basic situation of the "Fully Accessible and Interconnected" highway project in Yunnan Province, the Group, and the company's county-level areas. Highway investment and construction are the needs of the Group's high-quality development and have become the foundation of the Group's high-quality development. To further implement the major decisions and deployments of the Provincial Party Committee, Provincial Government, and the Group's Party Committee, the company has also fully participated in the construction of the provincial county-level highway "Fully Accessible and Interconnected" project.

Second, we must raise our political standing and fully understand the importance of creating a long-term mechanism for the "Sunshine Project and Clean Channel." Creating the "Sunshine Project and Clean Channel" is an inherent requirement for continuously strengthening Party conduct and integrity construction and anti-corruption work, an important part of continuously promoting the modernization of the industry's governance system and capacity, and a fundamental guarantee for high-quality advancement of the "Fully Accessible and Interconnected" highway project construction.

Third, we must be brave in taking on responsibilities and manage highway project construction in accordance with laws and regulations. The creation of the "Sunshine Project and Clean Channel" for the "Fully Accessible and Interconnected" highway project must ensure the schedule, quality, and safety, and also ensure integrity, control costs, and build a good image. The most crucial aspect of ensuring integrity is to conduct bidding work in accordance with laws and regulations. The company's leadership team and relevant functional departments must control the "four aspects" in the bidding work: First, participation in the Group's internal project bidding must be carried out strictly in accordance with the eight regulations; second, strictly implement the bidding management system for labor subcontracting and material procurement; third, strictly manage material procurement and planning, strictly following the Group's unified procurement principles; fourth, strictly control personal relationships.

Fourth, we must solidify responsibilities, increase the intensity of supervision and discipline, and seriously pursue accountability. Team members must work together, conduct serious research, and various departments must cooperate with each other to achieve information sharing and complementary means, multi-channel and multi-faceted mining of problem clues. The company's Discipline Inspection Commission must fulfill its supervisory responsibilities, include the creation situation in the annual inspection and assessment of Party conduct and integrity construction responsibilities, include the creation work in daily supervision and inspection, ensure that the creation work is arranged, implemented, inspected, and assessed together with project construction, and achieve full coverage of the creation work.

The meeting emphasized that all functional departments must be brave in taking on responsibilities, take the initiative, earnestly implement the requirements of the work plan, strictly strengthen the supervision and restriction of power, strengthen the guidance of the creation work in combination with their own responsibilities, consciously accept the supervision of the leading group's office, and promptly report on the creation work. Focusing on key aspects such as highway project funds, project bidding, quality and safety, design changes, fund payments, project acceptance, and credit evaluation, we should focus on quality and safety hazards and accidents during the construction process, and thoroughly investigate potential integrity and corruption issues behind them.
