On the morning of March 19, the company's Party Committee held a 2021 Party Building and Party Style and Clean Government Construction work meeting in Conference Room 3 on the fifth floor. The meeting conducted a comprehensive summary of the 2020 Party building and Party style and clean government work and made arrangements and deployments for the 2021 work. The meeting was presided over by Sun Jinyao, member of the company's Party Committee and secretary of the Discipline Inspection Committee.

Gu Yongmao, secretary of the company's Party Committee and chairman of the board, delivered a work report entitled "Strengthening Political Leadership and Consolidating the Foundation of Party Building to Promote the High-Quality Development of the Company." Sun Jinyao, member of the Party Committee and secretary of the Discipline Inspection Committee, delivered a work report entitled "Focusing on the Main Responsibilities and Main Businesses, Faithfully Performing Duties and Responsibilities, and Providing Strong Guarantees for the Company to Create a New Situation of High-Quality Development." The meeting conveyed the spirit of the Group's Party Building and Party Style and Clean Government Construction meeting and the meeting on Discipline Inspection, Supervision and Anti-corruption work.

At the meeting, Gu Yongmao signed the 2021 "Responsibility Letter for Guiding and Supervising the Party Building Work of the Branches under the Jurisdiction" and the "Responsibility Letter for Party Style and Clean Government Construction" with representatives of the company's leadership team members. He also signed the 2021 "Responsibility Letter for Target Assessment of Grassroots Party Building Work," "Responsibility Letter for Party Style and Clean Government Construction," "Responsibility Letter for Ideological and Political Work," and "Responsibility Letter for Confidentiality Work" with representatives of grassroots party branches.

In his speech, Gu Yongmao fully affirmed the achievements made in the company's Party building and Party style and clean government construction work over the past year. He emphasized that the overall requirements for the company's Party building work in 2021 are: adhering to Xi Jinping's Thought on Socialism with Chinese Characteristics for a New Era as guidance, thoroughly studying and implementing the spirit of the Fifth Plenary Session of the 19th Central Committee of the Communist Party of China and the important speeches made by General Secretary Xi Jinping during his two inspections of Yunnan, closely focusing on the Group's "1233" development goals during the 14th Five-Year Plan period, earnestly implementing the decisions and deployments of the first session of the fifth congress of the Group, fully grasping the new development stage, unswervingly implementing the new development concept, firmly grasping the original mission of "seeking development for the enterprise and happiness for employees," focusing on comprehensively strengthening Party leadership and Party building, comprehensively strengthening theoretical education and ideological education of cadres and employees, comprehensively improving and strengthening publicity work, comprehensively promoting enterprise culture construction, comprehensively optimizing the company's development environment, earnestly doing a good job in political construction, ideological construction, organizational construction, team construction, style construction, image display, and atmosphere creation, providing a strong guarantee and strong endogenous power for the company to make a good start in the 14th Five-Year Plan, and celebrating the 100th anniversary of the founding of the Party with outstanding achievements.

Gu Yongmao put forward six requirements for further strengthening Party building and Party style and clean government construction:

Second, comprehensively strengthen the construction of grassroots Party branches and strive to build strong and powerful fighting bastions. We must solidify the responsibility for Party building work, strengthen pressure transmission, promote grassroots Party branches to implement various responsibilities in detail, promote the extension of strict Party governance to the grassroots level, and promote high-quality and efficient Party building. We must carry out "comparison, learning, catching up, and surpassing" activities in depth, and carry out activities such as Party member vanguard posts, Party member vanguard teams, Party member responsibility areas, and model Party branch construction, and increase the intensity of exchanges and mutual learning among grassroots Party branches. We must stimulate the creativity of talents, continuously optimize the company's talent structure, build various talent display platforms, further improve the effectiveness of talent cultivation and selection, and provide a strong talent guarantee for the company's development.

Fourth, comprehensively strengthen enterprise culture construction and continuously enhance the soft power of high-quality enterprise development. Fifth, comprehensively grasp Party style and clean government construction and vigorously create a development environment of integrity and honesty. Sun Jinyao affirmed the achievements made in the company's discipline inspection and supervision work over the past year and emphasized that the overall work approach of the company's Discipline Inspection Commission in 2021 is: adhering to Xi Jinping's Thought on Socialism with Chinese Characteristics for a New Era as guidance, fully implementing the spirit of the 19th National Congress of the Communist Party of China and the second, third, fourth, and fifth plenary sessions of the 19th Central Committee, studying and implementing the spirit of the fifth plenary session of the 19th Central Commission for Discipline Inspection and the sixth plenary session of the tenth provincial Commission for Discipline Inspection, enhancing the "four consciousnesses," strengthening the "four confidences," achieving "two safeguards," adhering to the general tone of seeking progress while maintaining stability, basing itself on the new development stage, implementing the new development concept, building a new development pattern, taking promoting high-quality development as the theme, unswervingly strengthening Party governance in an all-around way, faithfully fulfilling the responsibilities and missions of discipline inspection and supervision work, effectively promoting the effective implementation of major decisions and deployments of the Central Committee of the Party and important work arrangements of the Provincial Party Committee, the Provincial State-owned Assets Supervision and Administration Commission Party Committee, the Group Party Committee, and the company Party Committee, playing a supervisory role in ensuring implementation and promoting improvement and development around the overall situation of the company's high-quality development, comprehensively promoting the inability, unwillingness, and unwillingness to be corrupt, improving the recognition and contribution rate of discipline inspection and supervision work, providing a strong guarantee for the company to make a good start in the 14th Five-Year Plan, and celebrating the 100th anniversary of the founding of the Party with outstanding achievements.
