The Seventh Plenary Session of the Eleventh Yunnan Provincial Committee of the Communist Party of China was held in Kunming on December 24, 2024.

Attending the plenary session were 63 members of the Provincial Committee and 11 alternate members of the Provincial Committee. Members of the Provincial Discipline Inspection Commission, members of the Provincial Supervisory Commission, responsible comrades from relevant departments, and some grassroots representatives from the Eleventh Provincial Party Congress attended the meeting as observers.

The plenary session listened to and discussed the work report delivered by Wang Ning on behalf of the Standing Committee of the Provincial Committee, and listened to and discussed the special report on Party building work in Yunnan Province in 2024, and the report on the implementation of the main responsibility for comprehensively and strictly governing the Party by the Yunnan Provincial Committee of the CPC in 2024.

The plenary session fully affirmed the work of the Standing Committee of the Provincial Committee since the Fifth Plenary Session of the Eleventh Provincial Committee. It is unanimously agreed that under the strong leadership of the Party Central Committee with Comrade Xi Jinping at its core, the Standing Committee of the Provincial Committee, guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, united and led the vast number of cadres and people throughout the province in studying and implementing the spirit of the 20th National Congress of the CPC and the Second and Third Plenary Sessions of the 20th Central Committee, fully implemented the decisions and deployments of the Party Central Committee, deepened the implementation of General Secretary Xi Jinping's important instructions during his inspection of Yunnan, earnestly carried out Party discipline education, planned and implemented further comprehensive deepening of reforms, targeted the "3815" strategic development goals, and followed the overall approach of safeguarding the bottom line, stabilizing support, increasing momentum, and stepping up, developing and expanding the "three major economies", steadily promoting economic transformation and upgrading, carrying out solid and effective people's livelihood construction, maintaining social harmony and stability, and presenting a new atmosphere in Party building. It has taken a crucial step in bridging the gap between the "three-year leap forward" and the future, achieving solid results and firmly upholding the "two establishes" and resolutely ensuring the "two safeguards". First, it promoted the in-depth implementation of the spirit of the Third Plenary Session of the 20th Central Committee, planning and proposing 326 reform measures and breakthroughs in nine key areas, seizing the momentum and strength of reform to accelerate modernization. Second, it accelerated economic transformation and upgrading, making every effort to seize projects, assist enterprises, and cultivate industries, maintaining steady and healthy economic development, and continuously strengthening the new driving force supporting high-quality development. Third, guided by the important reply from General Secretary Xi Jinping to the descendants of those who swore oaths at the Pu'er ethnic unity oath monument, it inherited and carried forward the glorious traditions of the oath monument, tangibly and effectively strengthening the awareness of the Chinese nation as a community with a shared future, and writing a vivid chapter of ethnic unity and progress. Fourth, it earnestly studied and practiced Xi Jinping Thought on Ecological Civilization, vigorously promoted the construction of a beautiful Yunnan, and protected green mountains and clear waters while achieving the goal of turning green mountains into golden mountains and silver mountains. Fifth, it actively served and integrated into the national development strategy, providing high-standard services for the hosting of the Eighth Leaders' Meeting of the Greater Mekong Subregion Economic Cooperation (GMS), expanding "hard connectivity", promoting "soft connectivity", and fostering "heart connectivity", continuously improving the level of open development. Sixth, it strengthened inclusive, basic, and bottom-line people's livelihood construction, consolidated and expanded the achievements of poverty alleviation, and continuously implemented people's livelihood initiatives, making "a life called Yunnan" a real happiness for people of all ethnic groups. Seventh, it vigorously developed whole-process people's democracy, adhered to the rule of law in the province, and accelerated the modernization of border governance capabilities. Eighth, it deeply studied and implemented Xi Jinping Thought on Culture, accelerated the construction of a strong cultural province, and gathered strong spiritual strength to promote modernization. Ninth, it effectively prevented and resolved various major risks, effectively maintaining a good situation of border peace, social stability, ecological security, economic stability, and people's well-being. Tenth, it deeply advanced comprehensive and strict governance of the Party, focusing on leading teams, rectifying conduct, and maintaining a clean and upright political ecology and a good environment for undertaking tasks and making progress.

Since the 18th National Congress of the CPC, General Secretary Xi Jinping has twice inspected Yunnan, sent four letters to the cadres and people of all ethnic groups in our province, and sent congratulatory messages to the Sixth South Asia-Southeast Asia Expo and the 100th anniversary of the founding of Yunnan University, drawing a grand blueprint for Yunnan's development and giving great encouragement and guidance to the cadres and people of the province. Cadres and people of all ethnic groups in Yunnan have kept their promises, expressed gratitude, and strived for progress, pushing high-quality leapfrog development to a new level, achieving new results in the demonstration zone for ethnic unity and progress, showing a new look in the vanguard of ecological civilization construction, and opening up a new situation in the construction of a radiation center facing South Asia and Southeast Asia. The progress and achievements made in Yunnan's development process are fundamentally due to the strong leadership of the Party Central Committee with Comrade Xi Jinping at its core, and to the scientific guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. The direction pointed out by General Secretary Xi Jinping is the direction and goal of Yunnan's progress and struggle. We must firmly move forward along the direction pointed out by General Secretary Xi Jinping and strive to write a Yunnan chapter of Chinese-style modernization.

Moving forward along the direction pointed out by General Secretary Xi Jinping, we must persistently use Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era to unite hearts and minds, transforming the power of truth into firm ideals and beliefs, scientific work methods, and the driving force of progress, and promoting the Party's innovative theory to take root in the hearts of cadres and people of all ethnic groups and become the conscious actions of the whole province. We must unswervingly adhere to the primary task of development, develop new productive forces according to local conditions, continuously strengthen advantageous industries, transform and upgrade traditional industries, cultivate and expand emerging industries, plan and construct future industries, accelerate the transformation of development methods, accelerate the adjustment of industrial structure, and accelerate the cultivation of growth momentum, providing strong support for high-quality leapfrog development. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we must fully implement the spirit of the 20th National Congress of the CPC, the Second and Third Plenary Sessions of the 20th Central Committee, and the Central Economic Work Conference, deepen the implementation of General Secretary Xi Jinping's important instructions during his inspection of Yunnan, adhere to the general tone of seeking progress while maintaining stability, fully and accurately implement the new development concept, better serve and integrate into the new development pattern, target the "3815" strategic development goals, give full play to comparative advantages, make good use of late-development advantages, further comprehensively deepen reforms, expand high-level opening up to the outside world, fight a tough battle for economic transformation and upgrading, promote sustained economic recovery and improvement, continuously improve people's living standards, maintain social harmony and stability, and achieve high-quality completion of the goals and tasks of the 14th Five-Year Plan, laying a solid foundation for a good start to the 15th Five-Year Plan.

We must maintain confidence, remain steadfast, boost morale, seize opportunities, and strive to forge a path toward high-quality, leapfrog development. We must persistently develop the "three major economies," using resources to develop industries, using industrial parks to cluster industries, and using ports to promote industries, accelerating the construction of a modernized industrial system suited to Yunnan's realities. We must use tourism upgrades as a driver to stimulate consumption, expand domestic demand, further enrich the "There's a life called Yunnan" experience, and promote the upgrading of Yunnan tourism from sightseeing to in-depth travel. We must aim to improve comprehensive efficiency, thoroughly learn and apply the experience of the "Ten Million Project," promote the integrated development of rural primary, secondary, and tertiary industries, continuously expand the scale of primary industries, improve the deep processing of secondary industries, promote strong services and branding in tertiary industries, and develop and strengthen high-altitude characteristic agriculture. We must take green and low-carbon development as the theme, expand the scale of green electricity, promote the transformation of carbon sink value, protect the ecological environment, and strive to create a green and low-carbon regional brand for Yunnan, cultivating new advantages for high-quality development. We must use new-type urbanization as a lever to promote the integrated development of production, cities, and people in terms of planning, construction, industry, and management, releasing the potential for economic and social development. We must use strengthening enterprises as a fulcrum, earnestly doing practical things and solving problems for enterprises, promoting a new level of business environment in the province, and enhancing the vitality of the market economy. We must adhere to the people-centered approach, implement a new round of three-year action plan to promote farmers' income increase, and do a good job in major livelihood issues such as employment, income increase, education, medical care, and the elderly and children, so that people of all ethnic groups in the border areas can live a happier and healthier life. We must coordinate development and security, strictly and practically improve grassroots social governance, prevent and resolve major risks, resolutely maintain border security and stability, and create a harmonious and stable development environment.

Party leadership is the fundamental guarantee for doing all work well. We must uphold and strengthen the Party's overall leadership and unite the powerful forces to forge ahead on the new journey of a new era. We must adhere to Party political construction as the leading factor, comprehensively strengthen all aspects of Party building, vigorously select and employ cadres who are willing to work, know how to work, are capable of working, and can accomplish tasks, guiding the direction of work and entrepreneurship with the correct approach to personnel matters. We must promote the normalization and long-term effectiveness of Party discipline education, earnestly build a clean Yunnan, deepen the revolution in style and efficiency, continuously rectify formalism, reduce burdens on the grassroots level, and allow cadres to devote more time and energy to doing practical things, implementing tasks, and serving the people. We must deepen the application of the "three-part approach" of proactive thinking, solid work, and results-oriented work, adhere to goal-oriented leadership, make good use of policies, and prioritize action, opening up a new chapter in work with a spirit of progress and practical action.

The plenary session stressed

We must do a good job in formulating the 14th Five-Year Plan, and ensure the various tasks related to people's livelihood and security and stability at the end of the year and the beginning of the year, thoroughly investigate and resolve various contradictions and disputes and risks, ensure social harmony and stability, and ensure that people of all ethnic groups have a peaceful and harmonious festival.
