Chen Zujun inspected Yunlan Expressway and stressed: make every effort to win the final battle and ensure that the expressway opens to traffic as scheduled

10 On August 18, Chen Zujun, Party Secretary and Chairman of the Group Company, went to Yunlan Expressway for a field trip, emphasizing the need to strictly follow the eight special action requirements of the Group's 100-day intensive campaign, demonstrating the determination to make drastic changes and the courage to fight with one's back to the wall, making every effort to win the final battle, and resolutely ensuring that the Yunlan Expressway is completed and opened to traffic as scheduled, delivering a satisfactory answer to the 70th anniversary of Nujiang Prefecture and the people of Dali and Nujiang prefectures.

Chen Zujun and his team focused on checking the progress of key nodes in sections 1 to 5, engaging in in-depth exchanges with on-site management personnel, and learning in detail about the safety and quality management of each section, the guarantee of construction elements, the remaining workload, and the current difficulties and problems, and held a research and promotion meeting to arrange and deploy the next steps.

Chen Zujun emphasized

The Yunlan Expressway is an important channel connecting Dali Prefecture and Nujiang Prefecture. After its completion and opening to traffic, it will end the history of Lanping County not having a highway, which is of great significance to promoting regional economic development and improving people's livelihood. Currently, the project has entered the final sprint stage. The infrastructure investment company, the second general contractor, and all participating units should continue to carry forward the Group's "four major spirits," demonstrating the spirit of CITIC construction people who dare to fight tough battles, are good at fighting tough battles, and can win tough battles, overcoming difficulties, working together, and uniting as one to promote project construction efficiently and with high quality according to the established node goals, living up to the trust of governments at all levels, the expectations of the Group, and the expectations of the people.

We must attach great importance to promoting production. All units should prioritize the overall situation, unity, and effectiveness, firmly establishing the Group's concept of "one network, one game of chess, one family, one heart," unifying goals, and blooming in multiple areas to ensure that all resources and forces are optimally allocated, laying a solid foundation for accelerating and improving project construction.

We must go all out to ensure the construction schedule. Each section should accurately sort out the remaining workload, further refine and improve the construction organization plan, strengthen the allocation of resource elements, strictly follow the Group's "four guarantees, one control, and one tree" management requirements, and promote all work in an extraordinary way. The project company, general contractor, and construction unit should conduct daily scheduling, and the Group Company should conduct weekly scheduling to promptly resolve difficult and congested problems that restrict project progress. Under the premise of ensuring safety and quality, we should make every effort to promote project construction and complete the target tasks on schedule.

We must use Party building to enhance cohesion. The entire project line should thoroughly implement the spirit of the 20th Session of the Third Plenary Session of the 19th Central Committee of the Communist Party of China, give full play to the exemplary role of Party members, create a tense and fast-paced work atmosphere through activities such as labor competitions, establish a clear orientation of striving for progress and excellence, and consolidate the joint efforts to overcome difficulties.

We must clearly reward and punish to boost morale. All units should, in accordance with the "four important" guidelines for selecting and employing personnel and the "four for four positions" concept for selecting and employing personnel, establish and improve a reward and punishment mechanism, rewarding the good and punishing the bad, ensuring that every link and every task has someone responsible, someone supervising, and someone evaluating, forming a good situation where everyone feels pressure and motivation.
