Seizing Opportunities, Precisely Undertaking Industrial Gradient Transfer

Promoting orderly industrial gradient transfer is a major decision and deployment of the Central Committee of the Communist Party of China and the State Council, and a strategic task to effectively respond to external risks and challenges, promote regional coordinated development, and build a new development pattern. Seizing major development opportunities, Yunnan is proactively connecting with the forefront, making every effort to undertake industrial transfer, accelerating its integration into the new development pattern, and striving for high-quality development.

With full effort and a proactive approach. From May 11 to 15, 2023, the main leaders of the provincial Party committee and government led a Yunnan provincial Party and government delegation to Shanghai, Zhejiang, and Guangdong provinces for study and investigation. In five days, they visited three provinces and cities, holding industrial promotion and introduction seminars in each location, introducing Yunnan's industrial development and comprehensive advantages in undertaking industrial transfer, and welcoming enterprises to invest and develop businesses in Yunnan.

Witnessing a historic moment for Yunnan's undertaking of industrial transfer. The "1+7+2" series of activities facilitated in-depth docking, attracting 2066 enterprises. Political, business, and academic circles gathered to discuss opportunities, advantages, business opportunities, and development; information flow, capital flow, policy flow, and technology flow were abundant, with 382 signed projects and planned investments of 396.6 billion yuan.

Creating new ways and brands for regional cooperation. On October 8, 2023, the first "Shanghai-Yunnan Lancang-Mekong Line" international freight train was launched, linking the "two oceans" and connecting "three continents," becoming a vivid practice of Yunnan's active service to high-quality joint construction of the "Belt and Road" initiative. This is conducive to deepening East-West cooperation, promoting complementary advantages in resources and endowments between Shanghai and Yunnan, and allowing more regions and enterprises to enjoy the opportunities and benefits brought by the China-Laos Railway.

Over the past year, Yunnan has achieved remarkable results in undertaking industrial transfer. This hard-won achievement is due to the province's comprehensive advantages and its strong capabilities.

In-depth implementation of guiding opinions on promoting the orderly transfer of manufacturing industries, Yunnan comprehensively promotes the deep integration of green energy and advanced green manufacturing. Focusing on industries with comparative advantages such as new energy batteries, green aluminum, photovoltaics, biomedicine, new materials, and intelligent photovoltaic power station equipment, a series of three-year action plans for industrial development have been introduced, clarifying the construction plan for orderly undertaking and differentiated layout.

Consolidating and refining docking and cooperation. Based on the orderly advancement of the Shanghai-Yunnan, Guangdong-Yunnan, and Fujian-Yunnan cooperation mechanisms and platforms, Yunnan is deepening the "eastern enterprises + Yunnan resources," "eastern R&D + Yunnan manufacturing," "national market + Yunnan products," and "eastern headquarters + Yunnan base" industrial cooperation models, driving the integrated development of innovation chains, industrial chains, and capital chains.

Creating a first-class environment. From the in-depth implementation of opinions on further optimizing the business environment and promoting the multiplication of market entities to the implementation methods of Yunnan Province's "Xingdian Yingcai Support Plan," from making every effort to enhance the new brand of Yunnan efficiency, Yunnan service, and Yunnan integrity business environment to introducing 29 measures to drive high-quality development through innovation, Yunnan is using major project construction as a lever, focusing on industrial promotion mechanisms, factor guarantee mechanisms, business environment construction, and innovative platform carrier construction, comprehensively exerting efforts with a package of policy measures to enhance the ability to undertake industrial transfer and promote the stable reception, retention, and sustainable development of industrial transfer projects.

Promoting high-level opening up and seizing the historical opportunity of the China-Laos Railway, Yunnan is accelerating the construction of an important lever for building a radiation center facing South Asia and Southeast Asia. A series of planning and policy documents have been introduced, effectively building a policy system with high-level promotion and coordination between the top and bottom. Innovative decisions have been made on Kunming's management and joint construction of Mohan as an international port city, giving full play to the leading role of Kunming as the provincial capital and the demonstration role of Xishuangbanna's border gateway as an open window, accelerating the creation of a new highland for cross-border industrial cooperation.

Focusing on the Chain, Reshaping the New Pattern of Industrial Development

Longi, Tongwei, JA Solar, Yuzhe, JinkoSolar, Sungrow...A large number of leading enterprises in the photovoltaic industry are accelerating their establishment in Yunnan, forming a closed-loop integrated development of "industrial silicon—polysilicon—monocrystalline silicon—battery plates—components—applications," and the prototype of a photovoltaic capital has emerged.

China Aluminum Corporation, Shandong Weiqiao, Henan Shenhuo, Jinfei Wheel Hub...Aluminum industry leaders are gathering in Yunnan for development, initially forming an integrated whole industrial chain development pattern of "raw materials—electricity—green aluminum—aluminum deep processing—comprehensive utilization," and the China Green Aluminum Valley is rising.

Leading enterprises such as Hunan Yuneng, SGG, DFNano, and EVE Energy have been introduced and established, and the entire life cycle industrial chain of new energy batteries—"resources—materials—battery cells—batteries—applications—recycling"—is becoming increasingly complete, becoming an important base for the national new energy battery industry.

Undertaking industrial transfer has become an accelerator for Yunnan's industrial structural adjustment and a key measure for transformation and development.

Last year, guided by the Three-Year Action Plan for a Strong Industrial Province, Yunnan Province focused on key areas such as highland characteristic agriculture, advanced manufacturing, green energy, new materials, biomedicine, digital economy, and modern logistics, accelerating the construction, extension, supplementation, and strengthening of industrial chains, promoting investment attraction through business, park construction through business, and chain extension through business, and promoting the clustered development of the entire industrial chain. Multiple iconic industrial chains and clusters have been created.

Using key parks as carriers, Yunnan Province is striving to build demonstration zones for undertaking industrial transfer. 2023 On December 3, the Shanghai-Yunnan Lingang Kunming Science and Technology City officially opened. On the opening day, Shanghai-Yunnan Lingang Kunming Science and Technology City Industrial Development Co., Ltd. signed agreements with 14 companies, including Omron Automation (China) Co., Ltd., Shanghai Biren Technology Co., Ltd., and China Certification and Inspection Group Co., Ltd., to join the park.

Qi Longjun, general manager of Yunnan Shanghai-Yunnan Lingang Kunming Science and Technology City Industrial Development Co., Ltd., introduced that since its construction, the Shanghai-Yunnan Lingang Kunming Science and Technology City project has received great attention from enterprises in both Shanghai and Yunnan. After its opening, the Shanghai-Yunnan Lingang Kunming Science and Technology City will leverage the platform advantages of Shanghai Lingang Group's more than 30 industrial parks and over 16,000 enterprises nationwide, as well as the extensive resource advantages of the eastern region, to enable enterprises to seamlessly connect with domestic and international markets and upstream and downstream resources.

With the accelerating pace of Yunnan's undertaking of industrial transfer, a large number of industrial projects have been successively implemented, and Yunnan's industrial investment has achieved high-speed growth of over 30% for six consecutive quarters; the cumulative growth rate of the province's industrial added value above designated size has been higher than the national average for 16 consecutive months, and the role of industrial economy as a "ballast stone" and "main engine" for the province's economy has been further enhanced.

By undertaking industrial transfer and attracting leading enterprises to Yunnan, the accelerated restructuring of Yunnan's industrial structure has been promoted, and a new situation of multi-point support for industrial development has emerged.

While strongly supporting the accelerated development of Yunnan's economic and social development and achieving their own high-quality development, the leading enterprises that have entered Yunnan have effectively driven the accelerated development of supporting enterprises in the upstream and downstream of the industrial chain, promoted the integrated development of large, medium, and small enterprises, and accelerated the construction of a full industrial chain ecosystem.

Weiqiao leverages Yunnan's green energy advantages to gain carbon footprint advantages in the international market and relies on its brand influence to achieve chain development of upstream and downstream enterprises; Longi Green Energy is listed among the top ten innovative technologies in "Zero Carbon China" and has become a leader in the photovoltaic industry; the market share of Yu Energy and De Fang Nano has risen to the top two in the industry, and EVE Energy's power battery shipments have entered the global top ten. Driven by leading enterprises, supporting enterprises are accelerating their development. Fueneng Technology, Honeycomb Energy, Huaxiang Technology, Hebei Kutian, and other upstream and downstream enterprises in the industrial chain have landed in Yunnan, and Yuze Semiconductor is accelerating its growth into a unicorn enterprise in the N-type silicon wafer manufacturing field; Kang Le Weishi successfully listed on the Beijing Stock Exchange and entered the first echelon of domestic HPV vaccine development.

The flow of people, logistics, and vehicles bring development momentum and vitality. Creating jobs and contributing taxes, industrial development achieves a double harvest of social and economic benefits.
