From February 25th to 26th, Yunnan JianTou Second Installation Engineering Co., Ltd. held its first employee representative congress and 2020 advanced commendation conference. A total of 144 people attended the meeting, including company leaders, employee representatives, invited representatives, and attendees. In his speech, Deputy General Manager Wang Xiaofang highly affirmed and recognized the company's overall development achievements in 2020. At the same time, combining the group's high-quality development situation, Wang Xiaofang put forward four specific requirements for the company's work in 2021:

First, unswervingly continue to improve employee salaries and welfare benefits. Continuously enhance employees' sense of ownership, and effectively improve employees' sense of identity, belonging, happiness, and gain in the company's development, so that employees care more about, support, and support the company's higher-quality development. Second, unswervingly continue to cultivate cadres and talents. The meeting comprehensively reviewed and summarized the company's work in 2020, analyzed the current situation, arranged and deployed key tasks for 2021, united and called on all employees to achieve a good start to the "14th Five-Year Plan", and to greet the 100th anniversary of the founding of the Party with excellent results.

Gu Yongmao, Secretary of the Party Committee and Chairman of the Board, delivered a report on spiritual civilization work entitled "Strengthening Roots and Casting Souls to Grasp Party Building, Gathering Hearts and Minds to Promote Development, and Striving to Write a New Chapter in the Company's High-Quality Development." He also delivered a summary speech entitled "Never Forgetting Our Original Aspiration and Continuing to Make Progress, Bearing in Mind Our Mission and Creating New Glory, and Striving to Achieve the Company's Higher-Quality Development Goals."

Cui Yongzhi, Deputy Secretary of the Party Committee, Vice Chairman, and General Manager, delivered an administrative work report entitled "Based on the New Starting Point of Reform, Planning a New Development Pattern, and Striving to Open a New Journey of High-Quality Development for the Company's "14th Five-Year Plan."

The meeting listened to the preliminary calculation results of the grassroots unit's production and operation responsibility system in 2020 and the implementation plan of the production and operation responsibility system in 2021. The meeting pointed out that 2020 was the closing year of the "Thirteenth Five-Year Plan." The company strictly implemented the requirements of the Yunnan Provincial Committee, Provincial Government, Provincial State-owned Assets Supervision and Administration Commission, and the Group, fully implemented the "Yunnan Province's Three-Year Action Plan for Deepening Reform of State-owned Enterprises (2018-2020)", successfully completed enterprise restructuring, "three supplies and one industry" separation and transfer, and the transfer of socialized management of retirees, etc. The foundation of internal control management has become more solid, the construction of cadres and talent teams has become more complete, talent competitiveness has been significantly enhanced, the Party's overall strict governance has been continuously deepened, the foundation of Party building work has been further consolidated, and enterprise culture construction has continued to improve. Under the severe impact of the COVID-19 epidemic, the company united and overcame difficulties, effectively and orderly promoted the resumption of work and production of projects, achieved the dual goals of production and epidemic prevention, and fully exceeded the annual economic and technical targets. The total newly signed construction contracts amounted to 3.27 billion yuan, the operating income reached 2.154 billion yuan, the profit reached 31.4 million yuan, 7 million yuan of comprehensive service fees were paid to the group, the one-time acceptance rate of project quality was 100%, the company's market development capabilities continued to enhance, the operating quality and effectiveness significantly improved, effectively ensuring the successful completion of the "Thirteenth Five-Year Plan" and laying a solid foundation for the smooth start of the "Fourteenth Five-Year Plan."

Combining the current international situation, industry trends, and the opportunities and challenges facing the company, the meeting clarified the work ideas for 2021. The meeting emphasized that 2021 is the 100th anniversary of the founding of the Party and the opening year of the "Fourteenth Five-Year Plan." We must adhere to Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as our guide, deeply study and implement the spirit of the Fifth Plenary Session of the 19th Central Committee of the Communist Party of China and the important speeches made by General Secretary Xi Jinping during his two inspections of Yunnan, closely focus on the Group's "1233" development goals during the "Fourteenth Five-Year Plan" period, earnestly implement the decisions and deployments of the first and fifth employee representative congress of the Group, fully grasp the new development stage, unswervingly implement the new development concept, firmly grasp the original mission of "seeking development for the enterprise and happiness for employees," actively and proactively serve and integrate into the national and Yunnan provincial development strategies, adhere to the general tone of seeking progress while maintaining stability, take high-quality development as the theme, take the modernization of governance capacity and governance system as the main line, and take improving economic efficiency and core competitiveness as the goal, systematically plan a new development pattern. The meeting clarified that in 2021, it is necessary to ensure the achievement of newly signed contracts of 3.6 billion yuan; ensure that operating income exceeds 2.56 billion yuan; achieve a profit of 31.5 million yuan; control the asset-liability ratio below 75%; achieve a 100% one-time acceptance rate of project quality, and prevent major quality accidents; strive to win 1 China National Excellent Engineering Award, 1 China Installation Engineering Quality Award, and 2 Yunnan Provincial Excellent Engineering Awards; 1 Yunnan Provincial Municipal Infrastructure Engineering Golden Cup Demonstration Project Award; ensure that high-tech enterprises pass re-certification; ensure that no responsible production, fire, or traffic safety accidents occur throughout the year, ensure that the goal of "zero deaths" from responsibility accidents is achieved, and strive to create 1 Yunnan Provincial Safety Standardization Construction Site.

Chairman Gu Yongmao pointed out four aspects of work requirements for doing a good job in 2021, addressing the difficulties and shortcomings still existing in the company's development process:

First, remember the responsibility and implement it. Through strengthening the sense of responsibility, clarifying the responsible entity, and clarifying the responsibility targets, comprehensively strengthen the management of all aspects of work, and effectively promote the implementation of all aspects of work.

Second, strengthen Party building to promote implementation. Third, highlight culture to promote implementation. The meeting deliberated and passed the report on the use of company business entertainment expenses and the 2021 collective contract. The decision on the payment of awards for the 2020 project completion settlement audit was announced, and advanced collectives, advanced workers, technical operation experts, outstanding youth assault teams, and outstanding youth post experts of the company in 2020 were commended. The "2021 Collective Contract" and the "2021 Production and Operation Responsibility Letter" were signed, and advanced representatives made exchange speeches.
