　　A Side Note on the "Dali Three Reservoirs Connection" Erhai Emergency Water Replenishment Project, Yunnan Construction Investment Second Installation Company "War Wolf Youth Assault Team"

 

　　The lower reaches of Eryuan in Dali is the outlet of the three rivers (Miju River, Fenghu River, Haiwei River) in the Eryuan Basin, and also the main passage and gateway of the Eryuan Basin. The mountain to the west belongs to Tianma Mountain, and the mountain to the east is the remnant of Lingyun Mountain. The gorge between the two mountains is called Puto Kong, also known as Longmajian. In this dangerous and majestic Dragon Horse Gorge section, there is a team of 150 young members, divided into 10 groups at the construction site. They are sweating, carrying forward the spirit of striving, self-reliance, and progress that the Chinese nation has always cherished in the Dragon Horse Gorge, tackling tasks with enthusiasm and launching a battle to protect Erhai Lake with passion. They are fulfilling their promises with actions and proving their worth with capabilities. This is a youth team - "War Wolf Youth Assault Team" - from the Yunnan Construction Investment Second Installation Engineering Company. Their motto is "Come when called, be able to fight when you come, and win when you fight." Their words are matched by their actions, carrying forward the spirit of the Yunnan Construction Investment Plateau Iron Army.

 

 

　　The Dali Prefecture "Three Reservoirs Connection" Erhai Emergency Water Replenishment Project is a key project of the Dali Prefecture's natural protection and water conservancy construction projects. It is highly valued by the Dali Prefecture Committee and Government, as well as the Group, and is one of the Group's key projects. The construction section undertaken by Jian Tou An Er Si is the third section (i.e., the Xun Jian Village Dragon Horse Gorge section). The gorge is steep and dangerous, with pipelines laid along the river, and 5 places where the pipelines pass under the river, and also crossing the Xia Shan Kou power station dam. Along the pipeline route, Yunnan Road and Bridge Group's cross-construction pipelines are mostly laid along the bottom of the bridge. The terrain is dangerous and the working area is narrow, which poses great difficulties for construction. The total length of this section is 3.16 kilometers, using rolled welded steel pipes as water pipelines, laid along the Yong'an River. The pipeline section above the dam is Φ1600×20 steel pipe, 2.35 kilometers long, with a construction period of only 30 days. Section 3 is the most difficult and important section among all 12 sections of the entire project. Faced with such a difficult task, no one retreated. To accelerate the construction progress and respond to the command center's call to complete the gorge section by May 5th, while ensuring progress, quality, and safety, the "War Wolf Youth Assault Team" volunteered, confidently assuring the command center that they would complete the production task and bravely undertake this arduous pipeline installation task. In the course of the project construction, the assault team members, with their proactive spirit and rigorous scientific attitude, took the lead in carrying forward the working style of not being afraid of hardship or tiredness, carrying forward the wolf spirit and the iron army spirit, and practicing the spirit of the youth assault team of "being able to endure hardship, being able to fight, being able to innovate, being able to dedicate, being able to learn, and being able to produce" with practical actions. They dared to take on responsibilities, were able to take on responsibilities, were brave and good at fighting, creating a new atmosphere for the youth of Jian Tou An Er Si, and showcasing the new style of youth!

 

　　April 9th was a special day. With the care and strong support of the Group and leaders at all levels, the establishment of the various assault teams meant that a thrilling battle was about to begin. The team members were full of enthusiasm and united in their advance towards the new battlefield. In April in Dali, it is usually a sunny day, but the reality is always cruel. The weather played a big joke on us. The construction period was already tight, but continuous rain for a week left only 23 days. In addition to the tight deadline, because the pipelines of Section 3 were laid in the river, on April 17th, continuous heavy rain caused the river water level to rise, and the cofferdam collapsed, turning the construction site into a vast expanse of water in a short time, submerging all the machinery and equipment on the construction site. In a critical moment, the assault team leader shouted to evacuate immediately. The team members, vying with each other and united, ensured that all construction personnel evacuated the site, especially the welders inside the pipeline, who were evacuated in time when the cofferdam collapsed and the pipeline was filled with water. After the personnel evacuated, they worked in an orderly manner to rescue the submerged machinery and equipment and other construction tools. Though the flood was merciless, the team members were not afraid of the torrent, and they promptly and effectively entered the water to rescue personnel and equipment in an orderly manner until all the equipment was rescued ashore. This flood made the already difficult project even more difficult, damaging some equipment, including one 25T crane, four generators, 18 welding machines, six distribution boxes, two air compressors, one container, and some materials and equipment in the container. Because of the timely response, the project department's pre-prepared emergency plan was quickly activated, and Chairman Gu also promptly issued a request: "People come first, equipment can be bought again, but first ensure the safety of all personnel." Five minutes before the dam overflowed at 11 pm, all three cranes and personnel below the dam were safely evacuated. According to the local dam protection personnel, this dam overflow hadn't happened in over ten years, making it a once-in-a-decade event. Although the losses caused by this flood were serious, there were no casualties. To ensure the project schedule, only two days after the flood, Yunnan Construction Investment Second Installation Engineering Company transported a complete set of new construction equipment to the site to continue the rush construction.

 

　　Always facing difficulties head-on, the two "War Wolf Assault Teams," on the night of the rainstorm, according to the requirements of Chairman Gu and the on-site command center of An Er Si, promptly fed back the real-time situation on site and worked together to find solutions to the problems: how to catch up on the schedule, how to restore the site, how to reorganize the construction, and how to comfort the teams... Everyone worked together to find solutions to these urgent problems, knowing that there are always more solutions than difficulties. The discussion lasted until 3 am. After everyone's efforts, after readjusting the emergency plan, they marched towards the Grand Canyon again. Welding in the rain, increasing equipment, dam interception, and through everyone's joint efforts, the construction site returned to normal. Due to the impact of the heavy rain, the construction period became even tighter. Everyone worked overtime 24 hours a day, resting briefly on the ground when tired, eating and resting at the project site, and cooperating immediately wherever needed. The team management personnel were united, and everyone fought hard and worked selflessly for the schedule. Heaven rewards the diligent. In just 23 days, through the efforts of all team members, the last pipe was finally connected at 5 am on May 5th, successfully completing the task and presenting a weighty gift to celebrate Youth Day.
