Study Session for Leading Cadres: Gu Yongmao Delivers a Special Party Lesson on General Secretary Xi Jinping's Important Speech at the July 1st Celebration to the Functional Departments and the Second Construction Department Party Branch, and Conducts a Collective Integrity Talk

On the afternoon of October 27, Gu Yongmao, Party Secretary and Chairman of the company, delivered a special party lecture on General Secretary Xi Jinping's important speech at the 'July 1st' celebration to the Party Working Department, Youth League Committee, Audit Department, and the Party branch of the Second Engineering Project Department of the company, and conducted a collective integrity talk.

Gu Yongmao delivered a special party lecture to the cadres and employees based on General Secretary Xi Jinping's important speech at the 'July 1st' celebration, covering four aspects: "Reviewing the glorious century-old history of the Party through four great achievements, interpreting the great founding spirit of the Chinese Communist Party, outlining the bright prospects of the great rejuvenation of the Chinese nation with 'nine musts', and addressing and calling on all Chinese Communist Party members and the youth." He also conducted a collective integrity talk with the participating cadres and employees from three aspects: strengthening ideological and moral construction, strengthening self-discipline, and regulating the exercise of power.

Gu Yongmao pointed out that General Secretary Xi Jinping's important speech is a political declaration and action guideline to inspire the people of all ethnic groups across the country to strive towards the second centenary goal. Studying General Secretary Xi Jinping's important speech can deepen our understanding of the founding and centenary struggle of the Chinese Communist Party, the significance of building a moderately prosperous society in all respects, and the confidence and determination to achieve new victories in building a strong socialist modern country on a new journey.

Gu Yongmao emphasized that integrity talks are a basic system of intra-Party supervision. This serious yet relaxed approach is an effective means of preventing corruption and an important way to avoid or reduce mistakes made by cadres and employees. This talk adheres to the principle of education first and prevention first. It is a process of learning, encouragement, and warning education, aiming to implement the requirements of comprehensively and strictly governing the Party, advancing the supervision checkpoint, strengthening integrity education and intra-Party supervision under the new situation, upholding Party regulations and discipline, implementing the Party's responsibility system for Party conduct and integrity, enhancing the awareness of integrity in professional work, preventing and reducing corruption from the source, and forever maintaining the Party's advanced nature and purity.

Combining with the actual work, Gu Yongmao put forward three requirements on how to improve ideological and moral cultivation and strengthen self-discipline:

First, strengthen ideological and moral construction and build a strong ideological and moral defense line against corruption. Adhering to integrity and self-discipline is the moral norm and basic principle for cadres and employees in their work. We must establish the authority of discipline and rules, abide by discipline and rules, and not violate discipline or overstep boundaries. Establish political awareness and resolutely uphold the authority of the Party Central Committee. Establish a sense of unity and strive to maintain the unity of the Party. Establish a sense of procedure and strictly follow organizational procedures. Establish organizational awareness and resolutely obey organizational decisions. Establish a sense of principle and effectively manage relatives and staff around you.

Third, regulate the exercise of power and ensure the correct exercise of power. Power is a double-edged sword. With certain power in hand, there is an opportunity to serve the people, but it is also easy to become the main target of "rent-seeking." The leaders of the Party Working Department and department leaders present must exercise power according to rules and regulations, putting power into the cage of the system, and never engaging in privileges or seeking personal gain at any time. Power should be used for the people, not for personal gain. We must be in awe, use power according to law, accept supervision, and use power transparently.
