Shouldering the Glorious Mission, Drawing a Blueprint for Development: The Second Meeting of the First Party Committee of the Group is Held

9 On the morning of the 25th, Chen Zujun, Party Secretary and Chairman of the Group Company, presided over the second meeting of the first Party Committee of the Group in 2023. The meeting earnestly studied and implemented the important instructions made by General Secretary Xi Jinping on promoting the development of a new type of industrialization, and conveyed and studied the relevant documents of the Provincial Party Committee and Provincial Government. It immediately implemented the spirit of the first Party Congress of the Group, studied and deployed the task decomposition of the Party Committee report, further clarified the major responsibilities of the Group's leadership team, and emphasized the need to use the flag to guide the direction, placing the Group's development in the overall situation of the Party and state's cause and the overall situation of Yunnan's work for consideration and planning. In terms of thought, improve the ability to 'lead', and in action, set an example of 'doing', forging a consensus, gathering strength, building the Group's leadership team into a strong leadership collective, and uniting and leading the vast number of cadres and employees to strive to transform the beautiful blueprint drawn by the Group's first Party Congress into reality.

The meeting emphasized that all levels of Party organizations in the Group should comprehensively, accurately, and completely implement the new development concept, deeply grasp the basic laws of promoting new-type industrialization in the new era and on the new journey, give full play to the leading role and strategic support role of the state-owned economy, rely on building a "green JianTou" and "digital JianTou", accelerate the construction of a modern industrial system, and focus on improving the core competitiveness and enhancing the core functions of enterprises, playing a greater role in promoting new-type industrialization.

The meeting emphasized that the first Party Committee of the Group has a significant responsibility and glorious mission. It must cherish the trust and entrustment of the Party organization and cadres and employees, cherish the valuable opportunity to promote the development of the Group, be dedicated to public service, perform their duties diligently, strive for progress, and forge ahead; always remember that "to forge iron, one must make oneself strong," focusing on strengthening the Party Committee's own construction, uniting and leading all cadres and employees, working together with one heart and one mind, resonating at the same frequency, answering the same questions, and sailing in the same boat, unswervingly implementing the "3512" development goal, shouldering the glorious mission, and jointly drawing a blueprint for development.

The meeting put forward four requirements for strengthening the leadership team's own construction:

First, strengthen loyalty to the Party and strive to build a politically firm leadership team. We must build a firm political belief, continue to learn, understand, and implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, deeply understand the decisive significance of the "two establishes," strictly abide by the highest political principle of "two safeguards," continuously improve political judgment, political understanding, and political implementation, and strive to build the Group into the most party-conscious, most politically conscious, most loyal, and most responsible development base. We must stand firm on our political stance, embrace the "two overall situations," care about the "major matters of the state," focus on national needs, JianTou's capabilities, and the aspirations of employees, and unswervingly promote the implementation of central and provincial Party Committee decisions and deployments in the Group, bringing them to fruition. We must follow the mass line in the new era, taking "building a better life and investing in a happy future" as our mission, always standing, thinking, and working together with the employees and the masses, striving to build a happy JianTou and share a happy life.

Second, strengthen responsibility and create a leadership team that strives to be the first. Transforming the grand blueprint into "construction drawings," "completion drawings," and "real-life paintings" depends on practical work and fundamentally on responsibility. We must focus on target tasks, insist on placing the Group's work in the overall national and provincial situation for understanding and planning, concentrate on construction, wholeheartedly seek development, and stick to one blueprint to the end. We must persist in practical work, strive to run the "first leg," always maintain the spirit of "striving," the momentum of "creating," and the style of "doing," take the lead in shouldering political, leadership, and work responsibilities, be a good "construction foreman," and with a higher position, greater determination, more practical measures, and better performance, promote the Group to achieve more landmark, breakthrough, and leading development results in various aspects such as structural optimization, strategic restructuring, quality and efficiency improvement, risk prevention, talent empowerment, and Party building leadership, achieving both glory for one area and adding luster to the overall situation. We must carry forward the spirit of struggle, adhere to innovation while upholding orthodoxy, enhance our sense of urgency, and hone our skills, always daring to resolutely draw the sword in the face of major issues of right and wrong, daring to stand up in the face of various risks and challenges, and daring to resolutely fight against unhealthy trends, working together to create development achievements that can withstand the test of history and practice.

Third, strengthen team building and create a leadership team of sincere unity. We must establish the correct outlook on performance, career, and values, working together harmoniously, planning together harmoniously, achieving success together harmoniously, and prospering together harmoniously. We must strengthen the Party's leadership over all work, resolutely shoulder the political responsibility of exercising strict governance over the Party, strictly fulfill the "dual responsibility," strictly implement the democratic centralism system, adhere to decision-making in accordance with the law and regulations, establish the correct orientation for selecting and employing people, maintain zero tolerance and full coverage in rectifying unhealthy trends, disciplining, and combating corruption, and strive to create a political ecology that is clean and honest, peaceful and prosperous, and where clear water flows continuously. We must adhere to clean conduct, consciously accept supervision, constantly cultivate moral integrity, constantly think about the harm of greed, constantly keep in mind the need for self-discipline, and constantly remember past lessons, strictly manage relatives, children, and staff around us, cultivate good family traditions, establish a righteous character, truly achieve loyalty, cleanliness, and responsibility, and set an example for the vast number of cadres and employees of the Group. We must continue to promote the revolution in style and efficiency, establish "ten clear orientations," make good use of investigation and research as a treasure, truly put our efforts into investigating the real situation, devising practical measures, doing practical things, and seeking practical results, and strive to build the Group into a leading modern construction investment group both domestically and internationally.
