Careful planning Integrated management

The Hejianlan Expressway project has a total length of approximately 98 kilometers, starting from Heqing, passing through Eryuan, and ending at Shaxi Ancient Town in Jianchuan. It is the first expressway built by Yunnan Construction Investment in Dali Prefecture. The command center requires that this road must be built into a model project of the group. From the beginning of construction, the Second Installation Hejianlan Project Department formulated the project's goal of "high standards of construction and strict management requirements," carefully analyzed the project's characteristics, and addressed the difficulties of long project lines, insufficient funds, tight construction schedules, and dispersed work points. Through careful planning, scientific organization, structure optimization, and integrated management, following the overall management approach of "comprehensive layout, detailed management, strict implementation, and strengthened assessment," and taking "Party building leadership, quality shaping, and safe construction sites" as the starting point, a systematic and multi-level dynamic project management mechanism was created. The project department evaluates the project based on its progress and links it to performance, effectively stimulating the enthusiasm and creativity of the project department's employees.

Party building leadership Adding momentum

Under the leadership of the engineering department's Party branch, the project department has always adhered to Party building leading project construction, paying attention to humanistic care, improving the work and living environment, and carrying out activities such as "Party building leading group building," "summer cooling and winter warming," and "how to manage the project" ideological discussions to understand the dynamics of employees and solve their problems. In the more than 40 days of the project's rapid progress, the engineering department's secretary and manager took the lead in staying on the front line, taking the initiative to take on responsibilities, and truly achieving the goal of having Party members in important positions, having Party members as the main backbone, and having Party members at critical moments. This fully demonstrated the role of the grassroots Party organization's fighting fortress and the exemplary role of Party members, ensuring that Party building and project construction promote each other and improve together. At the same time, the project department earnestly implemented supervisory responsibilities, effectively carried out warning education and publicity, continuously deepened style construction, standardized the work style and behavior of project department employees, and carried out a total of 9 types of special rectification work, creating a clean and honest working environment for the project department's employees.

Riding the waves Setting sail

The project department strictly follows the group's "Four guarantees, one control, one tree" management requirements. Focusing on the goal of opening to traffic, while seizing the progress of the project, the project department strictly implemented the requirements for engineering quality and on-site safe and civilized construction management. The project department promptly publicized and implemented the spirit and documents of the group's and company's safety production meetings, issued more than 30 management systems related to engineering quality, progress, and safety, actively created a management atmosphere of "one post, two responsibilities, joint management, and accountability for dereliction of duty" for safe production, signed various responsibility letters in a timely manner, strictly implemented the group's "five countermeasures and one strengthening" management requirements, actively implemented the "double confirmation and double supervision" system requirements, and to ensure the safe operation of tunnel intersection construction, improved the construction safety plan, and pioneered the use of pre-hung safety ropes, providing strong support for the successful completion of various construction nodes. In terms of engineering quality, a quality leadership group was established to conduct assessments and comparisons of construction quality, rewarding the good and punishing the bad. The project department formed a quality management system with layers of checks and balances from "project manager → project chief engineer → quality inspection manager → on-site technical personnel → front-line construction personnel." The project actively carried out QC group activities, focusing on strengthening quality control from the five aspects of "people, machines, materials, methods, and environment," and quickly, orderly, efficiently, and high-quality completed various construction tasks.

Taking the initiative to take on responsibilities Tackling difficulties

Although the completion target node for traffic safety and electromechanical engineering on December 30 has been set, the road to opening to traffic is fraught with difficulties, including delayed construction drawings, insufficient project funds, fluctuating epidemics, and poor construction conditions due to cold weather. Project Manager Jin Longwan undertook a project with a total contract value of 200 million yuan for the first time. Although he lacked experience, he worked hard and learned as he went, taking the goals set by the group as a mission to be accomplished. With his strong execution ability, he quickly promoted the scientific and orderly resumption of work and production, and focused on progress. The steel structure canopy decoration and renovation work of the three toll stations in Shibaoshan and Shaxi and the Jianchuan South toll station were completed in only 20 days, 8-10 days ahead of schedule. With his actions, he led the project department employees to create many "Iron Army speeds." Project chief engineer Yang Libin, under tremendous pressure, organized the project department's construction technicians to improve the construction plan in advance, arranged dedicated quality inspectors to conduct technical briefings and inspection and re-examination work, and conducted full-process control over key construction procedures and special processes. Targeted quality analysis meetings were held to rectify problems in a timely manner, effectively improving construction quality. In the 2022 annual quality and testing special assessment and comparison of the Hejianlan Expressway general contracting project management department, it won first place, receiving unanimous praise from the general contractor and the owner. Project engineering department director Li Xiongwei led the team to work overtime for 24 consecutive days, completing the electromechanical installation project of Shaxi branch line No. 1 tunnel in one go. Returning to the dormitory at 2 or 3 in the morning on a freezing winter night, he was already conducting safety briefings with the team before 7 in the morning. He is recognized as the guarantor of the project's construction progress. With him, there are no nodes that cannot be completed. He is the kind of person who can endure hardship and fight hard!
