To further enhance the awareness of rules and regulations among cadres and employees, ensure the rigid implementation of the company's various rules and regulations, promote the safe performance of duties by cadres and employees in accordance with the law and regulations, and ensure the healthy and stable development of the company, a special warning education meeting was held on the morning of May 8. Cui Yongzhi, Deputy Secretary of the Party Committee, Vice Chairman, and General Manager of the company, and Zhang Yuling, Chief Financial Officer, attended the meeting. A total of 39 people attended the meeting, including the main leaders of the company's grassroots units, leaders of some functional departments of the organs, and all chief accountants of the finance department. The meeting was presided over by Sun Jinyao, member of the company's Party Committee and secretary of the Discipline Inspection Commission.

At the meeting, the company's Discipline Inspection and Supervision Office reported on the situation and problems found during the open and secret inspections during the "May Day" holiday; the company's manager's office reiterated the management system and refined the management requirements for official vehicle management, office supplies procurement and application, and travel expense reimbursement.

Cui Yongzhi emphasized: First, each engineering department of the company is an independently accounting operating unit. The main person in charge of the engineering department should take responsibility on their shoulders, put the rules first, strengthen education and reminders for cadres and employees, strengthen the learning of rules and regulations, achieve true learning and application, and put power into the cage of the system; second, leading cadres should further strengthen their work style, strengthen their sense of responsibility and responsibility, especially in the process of business approval and review, they should carefully review and approve according to the rules and regulations, and truly play a supervisory role; third, as leading cadres, they should be upright, strictly demand themselves, strengthen the learning of the 141 "negative list" of the implementation of the spirit of the eight central regulations for provincial state-owned enterprises, internalize it into the heart, externalize it into action, and set a good example; fourth, strengthen the control of key areas and key positions, personally intervene in key areas such as material procurement and labor subcontracting, and frequently educate and remind management personnel in key positions, and implement rotation.

Zhang Yuling, combining the problems reported by the company's Discipline Inspection and Supervision Office, put forward work requirements on financial management: First, all cadres and employees should strengthen their learning and understanding of the company's rules and regulations and business knowledge, and avoid management irregularities due to non-standard business practices, especially in terms of reimbursement vouchers and attachments, strict control must be implemented from the person in charge; second, the finance department should earnestly fulfill its review responsibilities and strictly control the compliance and rationality of all reimbursement vouchers and attachments handled in accordance with regulations; third, the engineering department manager, as the most important approver and reviewer in the process of reimbursement for grassroots cadres and employees, should strictly control and carefully review from the source, and promptly correct non-standard and illogical problems, avoiding repeated revisions due to lax review and control, reducing work efficiency or causing management irregularities.

Sun Jinyao, combining the requirements of Party style and clean government construction, emphasized: First, grassroots Party branches should strengthen the implementation of their main responsibilities, and the main leaders should implement the responsibility of the "first responsible person", strengthen the learning and dissemination of the company's rules and regulations, and prevent the calcification and virtualization of the company's various management systems during implementation; second, strengthen the awareness of disciplinary risks, earnestly implement the responsibilities of Party style and clean government construction, learn lessons from the reported cases of violations of regulations and disciplines that have occurred inside and outside the group, and strengthen the management and supervision of key areas and key links such as expressway construction, labor subcontracting bidding, and material procurement, and prevent non-standard problems from developing into violations of regulations, disciplines, and laws; third, all grassroots units should conduct self-inspection and self-examination in accordance with the meeting requirements and relevant regulations, and ensure rectification and implementation. If similar problems are found in subsequent inspections, relevant personnel will be held accountable in accordance with regulations and disciplines.
