In accordance with the requirements of the "Notice on Issuing the Implementation Measures for the "Yunling Chief Technician" Training Project of Yunnan Province" issued by six departments including the Yunnan Provincial Department of Human Resources and Social Security, after internal company nomination and registration, external expert review, public announcement, and organizational review, Yin Zhibin, a senior welding technician and "Kunming City Master Craftsman" of the company, was successfully selected as a "Yunnan Chief Technician."

In 2017, a total of 40 "Yunnan Chief Technicians" passed the selection and certification, coming from industries such as construction, electricity, public transportation, non-ferrous metals, machinery manufacturing, tobacco, and publishing and printing. The "Yunling Chief Technician" implemented by Yunnan Province is now renamed "Yunnan Chief Technician." The training period for Yunnan Chief Technicians is 5 years. During the training period, the chief technician will lead the establishment of a skills master studio. During the training period of the "Yunnan Chief Technician," the provincial government will provide each person with 100,000 yuan in annual work expenses, and the company will provide matching funds at a ratio of no less than 1:1. At the same time, the provincial government will also provide each "Yunnan Chief Technician" with an annual living allowance of 30,000 yuan during their tenure.
