On the morning of December 1st, the company held a warning education meeting on "Learning from Cases" and "Improving through Cases". Sun Jinyao, member of the company's Party Committee and secretary of the Discipline Inspection Commission, attended the meeting and delivered a speech. Relevant leaders from the company's overseas department, Discipline Inspection and Supervision Office, finance department, the first, seventh, and tenth engineering project departments, and personnel who have recently traveled abroad participated in the meeting.

At the meeting, Sun Jinyao conveyed the spirit and requirements of the group's mobilization and deployment meeting on "Learning from Cases" and "Improving through Cases," and led the participants in reviewing and studying typical cases of violations and irregularities in overseas projects within the group. Combining the company's actual situation, specific requirements were made for functional departments and grassroots units involved in overseas business, as well as relevant management personnel:

First, we must raise our political standing, take responsibility, and perform our duties diligently. Functional departments of the company should provide good docking services for grassroots units in outbound business; grassroots units should plan ahead and prepare for projects, including cost planning, material procurement, and labor subcontracting; all overseas project managers should raise their awareness, carefully study the relevant management systems of the group and the company, and perform their duties in accordance with the law and regulations; financial management personnel should fulfill their supervisory functions, especially adhering to principles in fund payments, preventing risks in fund use and payment, and ensuring that supervision extends wherever state-owned assets are located.

Second, we must learn from cases and draw lessons from them. All personnel should deeply understand the reasons for the occurrence of violations and irregularities, learn from the lessons, check their own words and deeds against these reasons, prevent problems before they arise, continuously regulate their words and deeds, and resolutely prevent the occurrence of similar violations and irregularities.

Third, the Party branch must fulfill its main responsibilities. It is responsible for organizing all personnel within its jurisdiction to thoroughly study relevant laws, regulations, and rules and regulations. The branch leader should regularly understand the thoughts, work, and living conditions of overseas project management personnel through heart-to-heart talks and reminder talks, and provide good service and support.

Fourth, we must abide by the rules and regulations, and obey management. Strictly abide by the confidentiality regulations, enhance awareness of prevention, and prevent the occurrence of leaks; overseas projects should earnestly implement the spirit of the eight central regulations, and prevent problems such as exceeding the standard configuration of office space and private use of public vehicles. We must abide by both domestic laws and regulations, as well as the laws, regulations, and customs of the region where the project is located; it is strictly forbidden to engage in activities that violate social order management, such as prostitution, gambling, and drug use in overseas projects; it is strictly forbidden to conduct private business or engage in various transactions with overseas personnel in violation of regulations.

Fifth, strictly abide by the relevant requirements of epidemic prevention and control. Unless there are special circumstances, all outbound personnel should receive vaccinations as required. Project department work areas and living areas should implement epidemic prevention and control measures, prepare epidemic prevention materials in advance, and prevent the occurrence of epidemics.
