At the beginning of the new year, everything takes on a new look. As 2025 ushers in a vigorous prelude, the Group's 100-day intensive campaign successfully concluded, bringing a perfect end to 2024.

2024 Since late September, the Group has strictly implemented the deployment requirements of the Provincial Party Committee and Provincial Government, swiftly sounding the horn for the 100-day intensive campaign. Focusing on the theme of "seizing the market, grasping production, and stabilizing growth," it has vigorously promoted eight special campaigns: the special campaign to strengthen operations and seize the market, the special campaign to strengthen factors and promote production, the special campaign to stabilize investment and promote transformation, the special campaign to strengthen reform and promote development, and the special campaign to strengthen Party building and ensure implementation. The Group's employees responded swiftly, took the initiative, cooperated closely, and pressed forward, accelerating the improvement and increase in market operations, the upgrading and acceleration of project construction, the continuous optimization of investment structure, and the reduction of costs and increase of efficiency in modern logistics. With a determination to fight to the death, they launched a sprint in the last 100 days of 2024, achieving remarkable results in the campaign and contributing the JianTou strength to the province's stable growth.

Strong Deployment and Implementation

2024 On September 22, at a critical time point as the fourth quarter approached, the Group held a deployment meeting for the 100-day intensive campaign, quickly laying out a "combat map," clarifying the "timetable," and going directly to the project frontline for comprehensive deployment. It called on all cadres and employees to wholeheartedly dedicate themselves to the campaign with high spirits and an unstoppable momentum, striving for the best possible results with maximum effort.

The Group's leadership team and expanded leadership team members took the lead in command, conducting over 60 research and guidance sessions for enterprises under supervision and assistance. They earnestly implemented the responsibility system, going deep into the front line to investigate the situation and identify problems, coordinating to solve difficult and bottleneck issues. They provided "diagnosis and treatment" for grassroots units and key projects, solving a total of 113 problems, and ensuring that 50 key projects under supervision and assistance progressed steadily and orderly. The various business departments at headquarters maintained pragmatic service, forming service lists, responsibility lists, problem lists, and work measure lists according to their respective responsibilities. They comprehensively implemented closed-loop management of "graded scheduling and feedback." Each secondary company focused on key work tasks, detailing progress goals and responsibilities, forming a work pattern of division of labor, responsibility, vertical and horizontal coordination, and joint efforts.

The Group's Party Committee regularly scheduled key tasks of the 100-day intensive campaign, reporting on the implementation of important measures, the progress of key tasks, and the completion of major indicators. It conducted in-depth analysis and precise guidance on bottlenecks, promptly tracking effectiveness, correcting errors, and rectifying deviations. The "red, blue, and yellow" rankings released each month helped companies identify gaps, focus their efforts, and make up for shortcomings, creating a positive atmosphere of striving for progress. The Group's Supervision Office continuously supervised the rectification of problems discovered in key tasks and supervision and assistance, and promptly urged the orderly progress and effectiveness of various tasks.

Seizing the Market and Strengthening Operations

Since the launch of the 100-day intensive campaign, the Group has comprehensively implemented mechanisms for the implementation of major projects, leadership engagement, and the responsibility system for top management's operations. It firmly grasped policy orientation, fully stimulated operational vitality, closely followed domestic and foreign markets, and frequently received good news about project bidding. New contract value increased by 46.54% compared to the third quarter.

It improved the pre-bidding review mechanism for major projects, established an internal bidding expert database, and conducted pre-bidding reviews for key projects. The "evaluation-based training" continuously improved bidding quality and bidding capabilities. During the 100-day intensive campaign, it won 22 major projects worth over 500 million yuan, including the Wuli area urban village renovation project in Kunming's Guandu District, the Urumqi low-carbon agricultural industrial park, and the station construction project of Phase 1 of the Astana light rail project in Kazakhstan.

Faced with unfavorable external environmental impacts, the Group proactively sought change and responded positively, doing everything possible to stabilize sources and expand markets, and making every effort to play its three advantageous cards: overseas business, modern logistics, and industrial services. During the 100-day intensive campaign, overseas market development achieved remarkable results, with contract value increasing by 53% compared to the third quarter. The modern logistics sector achieved outstanding results, realizing revenue of 18.489 billion yuan and successfully completing its annual target. The Yunshang Yingjia International Supply Chain Demonstration Center and the Yunshang Yingjia Chishuiyuan (Zhenxiong) Southwest Corridor Supply Chain Center opened as scheduled, the customs AEO certification was passed, and the cross-border transportation task for the Uzbekistan wind power project was efficiently completed, injecting strong impetus into the stable development of the logistics industry for the Group and the province. The industrial services sector presented many highlights, with hot real estate marketing and sales increasing by over 30% year-on-year, effectively boosting confidence in the province's real estate market and promoting its stable and healthy development. The Dongfengyun International Health and Wellness Tourism Resort was selected as a "National Excellent Case of Rural Revitalization." The Kunming Vanke City, Nanyue City Aegean Sea City Plaza, Zhuanxin Farmers Market, and Wuliduo Agricultural Expo Plaza, among other commercial complexes, enjoyed booming popularity. The revenue and profits of its hotels achieved dual growth, and operational efficiency continued to improve.

Strengthening Factors and Grasping Production

2024 On September 28, the Xichou to Xingjie section of the Naxing Expressway officially opened to traffic, ending the history of Xichou County not having access to expressways. On November 29, the main structure of the Yunnan Provincial National TCM Epidemic Prevention and Control Base project was topped out. On December 18, the Lanping section of the Yunlan Expressway from the county seat to the Jinding interchange and the Dayangyun connecting line to the Jiaju interchange in the Yunlong section were opened to traffic, benefiting more than 300,000 people along the route. On December 29, the first phase of the international trade and circulation processing industrial park of the Mohan-Moding Economic Cooperation Zone between China and Laos, a "Belt and Road" international railway trade and logistics center, was fully topped out. Amidst the drumbeat of the 100-day intensive campaign, the Group worked together, meticulously implementing project planning, and vigorously promoting the "opening of all that should be opened" for newly undertaken projects and the "resumption of all that can be resumed" for suspended projects. It achieved the start of 214 new projects, the resumption of 121 suspended projects, and the completion and delivery of 271 projects, achieving remarkable results.

To ensure the comprehensive improvement and acceleration of project construction, the Group continued to deepen government-bank-enterprise cooperation to provide strong financial support for project construction. It established a special task force for the production special campaign, strengthened factor guarantees, formulated special measures, and effectively helped the front line solve problems and remove obstacles. It gave full play to the role of Party organizations as fighting fortresses and the exemplary role of Party members, with all members working together to overcome difficulties and sprint towards annual target tasks.

In the process of promoting the Yunlan Expressway project, the Group's main leaders directed and supervised the battle, and the main persons in charge of each participating unit stayed on site to serve as "construction team leaders." They adhered to daily scheduling and weekly analysis. More than 7,000 builders along the entire line worked continuously day and night, overcoming difficulties such as tight time, heavy tasks, and high construction difficulty, ensuring that the Lanping section from the county seat to the Jinding interchange and the Yunlong section from the Dayangyun connecting line to the Jiaju interchange were opened first. This fully demonstrated the spirit of the plateau iron army, which dares to fight tough battles, is good at fighting tough battles, and can win tough battles.

Accelerating without compromising quality, all projects prioritize safety production and quality control. We strictly review construction organization designs and special construction plans, vigorously promote design optimization, process optimization, and measure optimization, strengthen measurement control, and conduct quality and price recognition and on-site visa work. We implement and refine the engineering sample system, the first-piece system, and the three-inspection system to ensure the quality of processes, links, and procedures, striving to create high-quality and reliable projects.

Optimized Layout, Stable Growth

Investment Efficiency Continues to Improve

During the 100-day intensive campaign, the Group closely monitored key investment projects, scientifically and rationally grasped the investment rhythm, and key projects in transportation, water conservancy, and tourism steadily progressed. The Yunnan Provincial Rural Water Supply Guarantee Project entered the final stage, 16 urban and rural water supply projects commenced construction, and the Mile Dongfeng area and Kunming Fu Bao rural revitalization projects proceeded in an orderly manner. Investment increased by 16.92% compared to the third quarter.

The Group firmly adheres to the path of high-quality development with internal-driven growth, continuously strengthens policy research, accurately grasps the direction of investment, optimizes investment layout, actively revitalizes existing assets, and improves incremental assets. During the 100-day intensive campaign, 9 industrial service projects were approved. A list of key industrial service projects and asset revitalization projects for 2024-2025 was formulated, and the planning of key projects was solidly promoted. Market-oriented methods were fully utilized, innovative ideas and measures were adopted, flexible methods for revitalization were selected, and a total of 63 asset revitalization projects were undertaken. Interim measures for investment and operation management were formulated, investment and operation assessments were strengthened, and asset operation management was enhanced to ensure steady and long-term development.

During the 100-day intensive campaign, the Group's special action to promote development through reform also achieved key results. Benchmarking against annual goals, addressing lagging tasks, identifying existing problems, and formulating effective measures, shortcomings and weaknesses were quickly made up, and more than 80% of the three-year overall reform tasks were completed. Continued efforts to streamline operations successfully completed the reduction of the number of legal entities. The management methods for the main business of subsidiaries and the group's industrial classification standard directory guidelines were formulated, making main business management more prominent.

Those who share a common goal will succeed; those who weather the storm together will prosper. The sweat of 100 days has taken root and borne abundant fruit. The 100-day intensive campaign has concluded, but the momentum continues.
