12 On the afternoon of October 30, the company's Party Committee held its 8th Party Committee theoretical study center group learning meeting of 2024. The meeting was presided over by Jiang Ligang, secretary of the company's Party Committee and chairman of the board. Leaders and extended members of the company's leadership team in Kunming, heads of various functional departments, and managers and secretaries of various grassroots units attended the meeting.

The meeting deeply studied General Secretary Xi Jinping's speech on "Deeply Studying and Implementing the Spirit of the Third Plenary Session of the 20th Central Committee of the CPC, Focusing on Promoting Steady and Far-Reaching Reform", "Adhering to the Guidance of the Party's Innovative Theory to Promote High-Quality Development of United Front Work in the New Era", and the "Communiqué of the Seventh Plenary Session of the Eleventh Yunnan Provincial Committee of the Communist Party of China", etc. Two participants gave speeches on the learning content.

The meeting required: First, make every effort to sprint and win the final battle of the year. All departments and units of the company should check the completion of the work plans and targets set at the beginning of the year, item by item, summarize the highlights and experiences, make up for shortcomings and deficiencies, and ensure that no tasks are left blank and no targets are discounted. All cadres and employees of the company should maintain their work tenacity and fighting spirit, with a high sense of responsibility and urgency, and complete the year-end work in a rigorous and pragmatic manner, using solid achievements to draw a successful conclusion to the year's work.

Second, refine management and consolidate the foundation for high-quality development. We must fully implement the various decisions and deployments of the central government, the provincial Party committee, and the group Party committee, use lean management as a lever, optimize the organizational structure, streamline functional divisions of labor, clarify the chain of responsibility, strengthen value creation and contribution orientation, and continuously improve work efficiency. We must make precise efforts in cost control and cost reduction, rationally allocate resources, and strive to improve overall revenue efficiency. At the same time, we must seize the window period and development opportunities, pay attention to forward-looking planning and proactive actions, continuously accumulate development momentum, and provide strong support for the work of the next year.

Third, coordinate overall planning and consolidate the foundation for safety and stability. We must coordinate development and security, and seriously and practically carry out various tasks such as letters and visits, debt collection, and safety inspections at the end of the year and the beginning of the year. In terms of letters and visits, we must thoroughly investigate and resolve various contradictions and disputes and potential risks, achieve source governance and comprehensive measures, and form a work pattern of coordinated linkage and joint efforts. Debt collection work must fully understand the bottom line, refine target tasks, accelerate the debt collection process in accordance with laws and regulations, strengthen financial control capabilities, and effectively improve the company's liquidity and risk resistance.

Fourth, strictly enforce discipline and strengthen reminders and supervision of integrity. With the New Year and Spring Festival approaching, all cadres and employees must tighten the string of integrity and self-discipline. Leading cadres at all levels must lead by example, while taking the lead in restraining themselves, they must dare to act resolutely and strictly manage and govern disciplinary issues in their areas of responsibility, especially for cadres and employees in key areas and key positions, we must strengthen education and reminders, urging them to uphold the bottom line and not cross the red line, and meet the challenges of the new year's work with excellent style.
