8 On April 4th, the company held its 2024 mid-year work meeting. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the meeting deeply studied and implemented the spirit of the Third Plenary Session of the 20th Central Committee of the Communist Party of China (CPC), fully implemented the decisions and deployments of the Provincial Party Committee and Provincial Government, earnestly implemented the work requirements of the Provincial State-owned Assets Supervision and Administration Commission and the spirit of the Group's mid-year work meeting, summarized the work in the first half of the year, analyzed the current situation, deployed key tasks for the second half of the year, and strived to achieve the annual goals and tasks.

Jiang Ligang, Secretary of the Party Committee and Chairman of the company, delivered a summary speech entitled "Strengthening Confidence, Courageously Forging Ahead, and Fully Building the Company's Core Capabilities to Drive High-Quality and Excellent Development." Xu Yanlu, member of the Party Committee, director, and vice general manager (presiding over the management team's work), delivered a mid-year work report entitled "Targeting Development Goals, Strengthening Management Foundations, and Providing Strong Support for the Full Completion of Annual Tasks." Since the beginning of this year, faced with a severe and complex external environment and arduous development tasks, the company has always adhered to Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, deeply implemented the decisions and deployments of the Provincial Party Committee and Provincial Government, earnestly implemented the requirements of the Provincial State-owned Assets Supervision and Administration Commission and the Group, adhered to the work main line of "promoting stability through progress and improving quality in stability," closely focused on the company's 14th Five-Year Development Plan and the tasks and goals determined by the fourth session of the first congress of representatives, focused on the main business, struggled forward under pressure, and sought progress in difficulties. The company's production and operation situation has continued to consolidate.

Jiang Ligang emphasized:

We must strive for the following strategic goals:

First, qualification advancement: bravely climbing the peaks of qualifications and enhancing market competitiveness. We must closely monitor the dynamic changes in industry qualification policies and standards, plan strategically in advance, and cultivate and accumulate resources such as personnel, technology, equipment, and performance to lay a solid foundation for qualification upgrades.

Second, market dominance: fighting the waves of the market and expanding market share. We must promote the leapfrog development of market share and comprehensive strength, accurately position the market, innovate market operation models, expand the share of emerging markets, and develop overseas markets.

Third, excellent quality: strictly controlling project supervision and enhancing brand reputation. We must implement refined and standardized project management, create excellent quality projects with high-standard fulfillment of contracts; establish and continuously optimize the project quality monitoring system to ensure its effective operation; vigorously promote the application of "four new technologies," and improve project added value through technological innovation and application.

Fourth, leading efficiency: steadily creating new highs in efficiency and building a solid foundation for development. We must take efficiency leadership as the goal, strictly control costs, optimize asset structure, and improve asset operation efficiency; strengthen financial management, improve net profit levels, and build a solid foundation for continuously enhancing profitability.

Fifth, innovation-driven: increasing R&D investment and leading the industry's technological tide. We must encourage internal innovation, strengthen cooperation with universities and research institutions, introduce cutting-edge technologies, achieve breakthroughs in green buildings, intelligent construction, and building industrialization, and lead the industry's technological tide.

Second, cultivate the advantages of Party building and consolidate the foundation for high-quality development. We must earnestly promote the implementation of the spirit of the Third Plenary Session of the 20th Central Committee of the CPC; do our best to carry out rectification work after the inspection; strengthen the construction of the cadre team; safeguard the ideological and political front, and promote cultural construction to unite hearts and minds.

Third, seize market opportunities and stabilize the momentum of high-quality development. We must focus on strengthening the business system, give full play to the company's professional advantages, and form a joint business force; continuously consolidate the domestic market, strive to seize the market outside the province, and vigorously develop overseas markets.

Fourth, strictly enforce basic management and control the core of high-quality development. We must strictly enforce the construction of the project management system, project planning and execution, key project construction, and the "efficiency supreme" concept. Strengthen the control of overseas projects, strengthen the responsibility for debt collection and materials, infrastructure, and financial management, accelerate technological innovation and digital construction, and promote in-depth reforms.

Fifth, strengthen risk control and practice the requirements of high-quality development. We must prevent safety and quality risks, strengthen compliance and internal control, strengthen audit supervision, strengthen conflict investigation, and deepen the construction of "clean JianTou."

At the meeting, the heads of the Third Engineering Project Department and the Tenth Engineering Project Department made exchange speeches, and the head of one grassroots unit made a self-examination speech.
