1 On February 22, the company held a 2023 annual meeting on the assessment of Party branch secretaries' performance in grassroots Party building. The secretaries (or deputy secretaries) of each grassroots Party branch reported on their work, highlighting achievements, identifying shortcomings, and outlining future plans. In accordance with the requirements of the Group's Party Committee, summaries of the reports from the secretaries (or deputy secretaries) of each grassroots Party branch are now being published for review by Party members, cadres, and the public.
Party Branch Secretary of the Third Engineering Project Department Lai Weimin
Work Achievements First, by strengthening political, ideological, organizational, and talent team building, we have strictly enforced the Party's overall strict governance. Second, we have fully leveraged the role of grassroots Party branches as fighting bastions and Party members as role models, effectively improving the project department's Party members' creativity, cohesion, and combat effectiveness. Third, using the "employee garden" as a platform, we have gone deep into the project frontline, effectively enhancing employees' sense of happiness, honor, and belonging. Fourth, we have taken responsibility, led by example, and stayed on the front lines, focusing on collecting overdue payments and accelerating construction progress.
Main Deficiencies First, the methods and approaches for integrating Party building into production and operation are somewhat simplistic, lacking effective means to improve the efficiency and effectiveness of branch work. Second, through self-inspection and self-examination against the requirements of model Party branches, we found that there are still problems such as a lack of planning in our work and insufficient targeting of work systems. Third, most of the time is spent on paperwork and ledger standardization, significantly reducing the time spent on the front lines, leading to insufficient and incomplete communication with cadres and employees.
Future Plans First, combining practical work and branch characteristics, we will effectively promote the deep integration of Party building and core production and operation work, providing strong organizational support for the engineering department to stabilize its foundation and advance to a higher level. Second, we will promptly summarize and showcase the highlights of branch work, establishing and promoting advanced examples and cases. Third, we will strengthen the training of "professional skills mentors + ideological and political mentors," continuously conducting rotational learning. Fourth, we will always strive to think and work together with cadres and employees, striving to build a strong team that is "approachable to cadres, lovable to employees, consistent in pace, and united in results!"
Huang He, Deputy Secretary of the Party Branch of the Fifth Engineering Project Department
Work Achievements First, in terms of organizational construction, by strengthening leadership team building, we have improved work efficiency and promoted the development of the engineering department. Second, in terms of benchmarking, the engineering department has conducted in-depth exchanges with sister units, sharing good experiences and practices in Party building and business work, providing strong support for branch construction and work progress. Third, in terms of mass organization work, the engineering department cares about the dynamics of employees, promptly helps employees solve difficulties, and continuously strengthens ideological guidance for employees, effectively enhancing their sense of belonging and identity.
Main Deficiencies First, the combination of learning and application is not close enough, lacking planning and initiative in the study of political theory, and insufficient in-depth study of business knowledge. Second, there is a situation of focusing on business and neglecting Party building, failing to promptly handle relevant work. Third, Party building methods are monotonous, inflexible, lacking innovation and motivation, and Party building activities are not rich enough, resulting in poor effectiveness.
Future Plans First, strengthen the initiative and planning of learning, strengthen skills training, and improve business capabilities to meet the needs of work. Second, promote the integration of Party building into core production and operation work, give full play to the exemplary role of Party members, take the lead in sprinting towards target tasks, actively solve various problems in the process of work advancement, care about the ideological dynamics of employees, and strengthen publicity efforts. Third, strengthen Party conduct and integrity building, implement the Party conduct and integrity responsibility system, do a good job in Party conduct and integrity classes and supervision and inspection work, strictly abide by the rules of integrity, and always maintain a clean and honest nature.
Wang Fei, Party Branch Secretary of the Sixth Engineering Project Department
Work Achievements Focusing on local conditions, we created the "Six-Force Unity" Party building micro-brand, successfully passing the Group's selection and acceptance and announcement. First, focusing on theoretical education, ensuring the effective exercise of the leading role. Second, focusing on the combined effect, strengthening organizational construction. A "Party Member Demonstration Post" was established in the Tibet Julong project, and a Party member assault team was established in the Beihai project, vigorously carrying out the "Five Integration and Five Creation" series of activities. Third, focusing on style construction, strengthening supervision and guarantee. Fourth, focusing on mass organization construction, strengthening cohesion and inspiration. Niu Lixiao was commended as an advanced individual in the Cheng Hua Expressway labor competition, and the Dianxi Medical Center project department was commended as an advanced work area in the "five-in-one" assessment. In addition, a youth assault team was established in the Beihai project in conjunction with the industrial worker center. Fifth, focusing on ideological and political work, highlighting the core competitiveness of the engineering department. A total of more than 50 articles were published this year, including two in the Group's Jian Tou Bao.
Main Deficiencies First, there is a shortage of talent, with a shortage of professionals in some areas. Second, the standardization and systematization of management still need to be improved. Third, the construction of the project correspondent team still needs to be further strengthened.
Future Plans First, combine skills training with professional talent training, carrying out talent cultivation work from the perspective of education and guidance and incentive assessment. Second, firmly grasp the implementation of standardized systems, integrating the implementation of systems into the "one post, two responsibilities" list to exert pressure. Third, systematically plan publicity work, guiding the project to form the concept of full-process publicity and publicity behavior norms.
Liu Pengfei, Deputy Secretary of the Party Branch of the Seventh Engineering Project Department
Work Achievements First, enhance political awareness, raise the position, and set an example. Strengthen the study of political theory, and provide strong guarantees for all work with a strong sense of political awareness and responsibility. Second, actively integrate Party building into project management. The Xishan Waste-to-Energy Power Plant project undertaken by the Seventh Engineering Department won the 2023 Yunnan Provincial Municipal Infrastructure Golden Cup Demonstration Project, and the Qujing Five Longitudinal and Five Transverse project participated in won the highest quality award in Chinese municipal engineering. Third, lead by example and continuously promote Party conduct and integrity building, enhance the awareness of integrity and self-discipline, and establish a good image.
Main Deficiencies First, the initiative to learn actively is insufficient; in most cases, what is organized to learn is what the superior requires to learn, and there is a lack of planning for regular organized learning. Second, Party building work is not given enough importance, and there is a tendency to focus on production and neglect Party building. Third, the methods for carrying out Party building work lack innovation. Fourth, the management of Party members and cadres is not strict enough, and there is a mentality of being a "good guy," sometimes unable to address problems directly due to face-saving concerns. Fifth, relatively few actively participate in the production and operation activities organized by the engineering department.
Future Plans First, actively and proactively study political theory. Second, we must have a thorough understanding from an ideological perspective and fulfill the responsibilities of the "first responsible person" for Party building work. Third, at the beginning of the year, we should plan how to carry out Party building work for the year, combining the actual situation of the engineering department, specifying it by month and detailing it by week, and listing it in a checklist. Fourth, actively and proactively participate in the production and operation activities of the engineering department.
